About this file
This is an Exhibit 2 Schedule of Quantities and Prices Instructions document for a state or local service contract solicitation. The solicitation requests firm fixed hourly rate pricing for services described in the Statement of Work (Exhibit A). Proposers must submit fully-burdened hourly rates for each Group in which they are interested, with rates multiplied by the maximum hours provided to calculate total pricing. The contract encompasses multiple service groups (beats), with proposers able to submit proposals for all groups but limited to a maximum award of four beats per firm based on evaluation criteria specified in Exhibit 3. All hourly rates must be inclusive of overhead, profit, applicable taxes, fuel, insurance, and all other contractor and subcontractor expenses.
Pricing submitted in Exhibit 2A must follow the formula: Maximum Hours (Column A) multiplied by Fully Burdened Hourly Rate (Column B) equals Total Service Hours Price (Column C). The contract includes semi-annual fuel price adjustments effective April 1st and October 1st, calculated using U.S. Energy Information Administration (EIA) California No. 2 Diesel prices. Light duty beats (3, 5, 6, 9, 10, 12, 17, 18, 20, 21, 31, 37, 38, 39, 43) use an adjustment formula with a multiplier of 2.5 gallons per hour, while ExpressLanes beats (70 and 71) use 3 gallons per hour. The base diesel price reference is $8.058 per gallon as of September 2026. Any blank spaces in pricing columns may render the proposal non-responsive unless the missing information can be calculated from available data.

EXHIBIT 2
SCHEDULE OF QUANTITIES AND PRICES INSTRUCTIONS
The Proposer shall submit their Firm Fixed Hourly Rate Prices for the Services set forth in the
Proposal and described in Solicitation on Exhibit A – Statement of Work.
The Fully-Burden Hourly rates must be entered in the appropriate spaces provided in the following Exhibit 2A – Schedule of Quantities and Prices. Fully-Burden Hourly rates must be multiplied by the “Maximum Hours” shown and the total inserted in the "Total Calculated Price" column. The Total Proposal Price shall be for the completion and acceptance of all Services listed in the Statement of Work, Exhibit A as required by the Contract.
The Total Proposal Price must conform to the requirements and parameters as specified in
Exhibit A - Statement of Work. They also must be inclusive of all costs for the Services, including the proportional costs for overhead, profit, all applicable taxes, fuel, insurance and other expenses of the Contractor, Subcontractors, and Suppliers of all tiers.
Proposers should submit a complete Exhibit 2A – Schedule of Quantities and Prices entering the appropriate information for each Group that they are interested in. Should any spaces in
Columns B & C in the Pricing Agreement be inadvertently left blank, the Proposal may be considered non-responsive for that particular Group unless the blank item can be calculated from the information available (i.e., total price can be determined by multiplying the unit price by the estimated quantity). Proposer can propose on all Groups, but will be awarded a maximum of four (4) beats per firm based on the Evaluation Criteria detailed in Exhibit 3.
"Total Service Hours Price" [Column C] shall be calculated as the product of the "Maximum
Hours" [Column A] and the proposed "Fully Burdened Hourly Rate" [Column B], inclusive of overhead, profit, and all other costs, for the Contract period of performance (A × B = C).

Fuel Adjustment
A. Fuel Adjustments: Proposers are advised that hourly rates awarded under this
Agreement shall be subject to semi-annual fuel price adjustments based on fluctuations in California diesel fuel prices. The adjustment may increase or decrease the hourly rate.
B. Effective Adjustment Period: Rate adjustments shall occur semi-annually on April 1st and October 1st, based on the average historical U.S. Energy Information Administration
(EIA) diesel price data of the preceding six (6) calendar months.
C. Adjustment Formulas: There are two adjustment formulas; one for light duty beats, and the other for ExpressLanes beats. The adjusted hourly rate applicable during the
Effective Adjustment Period shall be calculated as follows:
Light Duty Beats (3, 5, 6, 9, 10, 12, 17, 18, 20, 21, 31, 37, 38, 39, 43)
Adjustment = (Average of the Previous Six-Month Diesel Prices – Base Diesel
Price) x 2.5 gal/hour
ExpressLanes Beats (70 & 71)
Adjustment = (Average of the Previous Six-Month Diesel Prices – Base Diesel
Price) x 3 gal/hour
Adjusted Hourly Rate = Base Hourly Rate + Adjustment
If the adjustment amount is positive, the resulting amount shall be added to the Base
Hourly Rate. If negative, the resulting amount shall be subtracted from the Base Hourly
Rate. Adjusted rates shall be rounded to the nearest cent ($0.01) per hour and shall remain fixed for the entire Adjustment Period.
