About this opportunity
The Colorado Department of Corrections is requesting quotes for fresh produce to supply correctional facility kitchens at seven locations across Colorado under DQ 2027000092, with quotes due September 9, 2026 at 12:30 p.m. Mountain Standard Time and anticipated purchase order start date of September 9, 2026.
The scope covers approximately 30 produce line items with specified quantities per item and facility, including apples, bananas, oranges, carrots, bell peppers, zucchini, and potatoes, delivered during the week of September 14–16, 2026 to Buena Vista Correctional Complex, Arkansas Valley Correctional Facility, Central Warehouse (Canon City), Sterling Correctional Facility, Denver Women's Correctional Facility, Denver Reception & Diagnostic Center, and Limon Correctional Facility. All commodities must meet current United States Department of Agriculture grade standards, be date coded, and carry proper labeling as to identity and origin. Substitutions or alternative products will not be accepted. Deliveries are scheduled to specific facilities on designated dates and times between September 14 and 16, 2026, with all pricing F.O.B. Destination and inclusive of shipping costs. All awarded contractors must complete enhanced criminal background investigations within 30 days of notification and obtain CORE registration before purchase order execution; must submit certificates of insurance and proof of good standing with the Colorado Secretary of State prior to purchase order execution; and must maintain Commercial General Liability Insurance with minimum $1,000,000 per occurrence and general aggregate limits.
No actual order quantities or dollar amounts are guaranteed through this solicitation. The term of the resulting purchase order covers quantities ordered delivered on the designated week following the award date. Award will be made to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price and cost as the primary consideration; sample quality and lead time for delivery are additional evaluation factors. Pricing must remain firm during the initial purchase order term; CDOC may elect to include an annual price increase provision not to exceed 2.5% for each fiscal year if awarded, subject to mutual agreement. Vendors failing to deliver on three separate occasions within agreed timeframes may be deemed non-responsible bidders and disqualified from future solicitations for three years or indefinitely. Bidders must register with BidnetDirect to submit quotes and must submit all required exhibits including Statements of Work, Required Bidder Information, W-9 forms, price quotes, conflict of interest disclosures, and enhanced criminal background authorization.
