About this opportunity

The Colorado Department of Corrections is requesting quotes for fresh produce delivery to seven correctional facilities statewide under Documented Quote DQ 2026000524, with quotes due June 24, 2026 at 12:30 p.m. MST and written inquiries due June 22, 2026 at 4:00 p.m. MST. Service-Disabled Veteran Owned Small Business (SDVOSB) bidders may participate but must submit Department of Veterans Affairs certification documentation.

The scope covers 30 produce line items — fruits, vegetables, potatoes, and specialty items — with substantial quantities including watermelons at 9,100 pounds and potatoes at 630 bags. All produce must meet current USDA standards, be properly labeled and date-coded, and conform to specified quality and freshness requirements; certain items such as salad mix and shredded lettuce require minimum 10-day shelf life upon delivery. Deliveries occur across three consecutive days (June 29–July 1, 2026) to Buena Vista Correctional Complex, Arkansas Valley Correctional Facility, Central Warehouse, Sterling Correctional Facility, Denver Women's Correctional Facility, Denver Reception & Diagnostic Center, and Limon Correctional Facility, with time-specific delivery windows at each location. Brand substitutions are prohibited, and incomplete orders are documented as non-deliveries. Failure to deliver on three separate occasions may result in three-year or indefinite disqualification from all CDOC solicitations.

All pricing is FOB Destination and all-inclusive with no additional surcharges or taxes permitted; pricing must remain firm throughout the purchase order term. Price and cost are the primary evaluation factors; sample quality and lead time are secondary. Award will be made to the responsible bidder whose acceptable quote is determined most advantageous to CDOC. The anticipated Purchase Order start date is June 24, 2026. Responses must be submitted electronically through bidnetdirect.com/cdoc only. Bidders must maintain Colorado Secretary of State registration, complete enhanced criminal background investigation within 30 days of award, provide proof of required insurance coverage, and confirm no defaults, contract terminations within five years, or outstanding state debt. All contractor personnel delivering to CDOC facilities must comply with facility access requirements including background screening, fingerprinting, and drug testing.
