About this opportunity
The City of Madison Community Development Authority is soliciting bids for residential roof, gutter, soffit, and fascia replacement services at five project locations (Frazier, Chester, and Britta Parkway) in Madison, Wisconsin, through Request for Bids 15025-0-2026-BG. The scope of work includes tear-off and replacement of roofing materials with architectural asphalt shingles meeting ASTM standards, installation of seamless aluminum gutter systems with specified dimensions and materials, replacement of soffit and fascia with premium exterior-grade PVC or composite materials, and site protection and cleanup services. All work must comply with the Wisconsin Uniform Dwelling Code and City of Madison requirements. Bidders must submit sealed bids electronically by Friday, April 3, 2026, at 2:00 PM CST to bids@cityofmadison.com, with questions due by March 17, 2026, and answers posted by March 19, 2026. Site visits are strongly encouraged and should be coordinated with Robert Bryce Gruner at 608-235-2460. Pricing must be submitted as an all-inclusive, not-to-exceed fixed fee on Form D covering all labor, materials, equipment, and incidental expenses, with pricing remaining fixed throughout the one-year contract term commencing upon written authorization from the City. Evaluation criteria include compliance with Davis-Bacon prevailing wage requirements, with roofers compensated at $41.50 per hour plus $25.54 in fringe benefits, adherence to Section 3 of the HUD Act regarding employment opportunities for low- and very low-income residents, and compliance with HUD 5370-EZ General Contract Conditions for Small Construction/Development Contracts.
Contractors must maintain Commercial General Liability insurance of at least $1,000,000 per occurrence, Workers' Compensation insurance per Wisconsin law, and Automobile Liability coverage of $1,000,000 combined single limit. Contractors employing 15 or more employees must file an Affirmative Action Plan within 30 days of contract execution and prior to payment release, and all contractors are required to submit weekly certified payroll through the LCPtracker electronic system. Local vendor preference is available to registered suppliers in the City of Madison's local preference program. No incumbent vendors or current contractors are identified in the solicitation documents. No specific award value or budget range is disclosed in the available documentation; however, the project is federally funded through the U.S. Department of Housing and Urban Development (HUD), which typically requires cost-effectiveness and reasonable pricing relative to the scope of work. Original drawings and blueprints for the buildings included in the solicitation are available upon request from Bryce Gruner at rgruner@cityofmadison.com, as these documents cannot be uploaded to VendorNet or DemandStar. Additional inquiries regarding the solicitation should be directed to Brittany Garcia, City of Madison Purchasing Services, at (608) 243-0529 or bgarcia@cityofmadison.com.
