About this opportunity
The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Works, is requesting bids for Fort Pitt Park Mine Stabilization under IFB #2026-IFB-194, with bids due October 12, 2026 at 2:00 p.m. and a non-mandatory pre-bid meeting on September 29 at 9:00 a.m. via Microsoft Teams. Mandatory DBE participation goals apply: 18% Minority-Owned, 7% Women-Owned, 5% Veteran-Owned Small Business, and 3% LGBTQIA+. Qualified contractors must demonstrate completion of at least five mine stabilization projects within the last three years with documented owner references.
The scope involves stabilizing subsurface strata by grouting to eliminate differential settlement and subsidence risk from a mined-out coal seam beneath Fort Pitt Park and an adjacent football field. Work includes drilling 143 six-inch diameter grout injection boreholes to an average depth of 35 feet; placing PVC casing to rock top at an average depth of 15 feet; injecting approximately 1,430 cubic yards of grout; performing two exploratory borings of approximately 70 linear feet; and site cleanup and restoration. The Geotechnical Engineer directs drilling and grouting sequence, grout mix adjustments, injection zones, and may order additional holes beyond the location plan. Contractors must submit daily drilling records and maintain continuous Geotechnical Engineer monitoring.
This is a lump-sum project with unit-price adjustments for individual line items including drilling, casing placement, grout in-place, and exploratory boring. Work commences in late fall/early winter 2026 following the football season. All bids must be firm fixed-price with no escalation. Bid guarantees of up to 5% of total bid amount are required. Upon award, contractors must furnish 100% Performance and Payment Bonds within ten calendar days and maintain comprehensive insurance including General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automotive Liability ($1,000,000/$2,000,000), and Umbrella Liability ($5,000,000), with the City named as additional insured. Pennsylvania prevailing wage rates apply. Questions are due October 5, 2026.
