About this opportunity

The Commonwealth of Kentucky, through its Education & Workforce Development Cabinet, issued Request for Bid (RFB) 758 2100000294 on December 11, 2020, seeking to procure one forklift simulator unit for the Carl D. Perkins Vocational Training Center in Thelma, Kentucky. The solicitation calls for a sit-down CB forklift simulator (model FLS-CBS-001 or approved equivalent) designed to provide virtual training and advanced assessment capabilities to supplement hands-on instruction for students pursuing employment as forklift operators. The simulator must include an Oculus Rift S VR headset or approved equivalent, a 24-inch external screen, a VR-ready personal computer with 16 GB RAM and 250 GB SSD storage, genuine forklift controls with steering column and dashboard, seat with seat belt detection, gas and brake pedals, parking brake, OSHA-compliant curriculum, and first-year service support and hardware warranty. The bid price must be all-inclusive of shipping charges, setup, and demonstration at the training center location. Bidders proposing alternate brands or specifications must submit descriptive literature to verify equivalency or face potential determination as non-responsive. Electronic submission through the Kentucky eProcurement system is mandatory, with written vendor questions due December 18, 2020, at 10:00 AM ET and bid closing on December 29, 2020, at 1:30 PM ET. Award will be made on a best-value basis utilizing evaluation criteria of 90 points for price (lowest bidder receives maximum points) and 10 points for delivery time in working days, with one percent deducted per day for missed delivery dates.

Kentucky resident bidder preferences apply to this procurement as outlined in KRS 45A.490-494, and qualified bidder preferences are available for Kentucky Correctional Industries and nonprofit agencies employing individuals with severe disabilities for at least seventy-five percent of direct labor hours in accordance with 200 KAR 5:410. All bidders must submit a signed face page, completed bid information with best pricing and delivery terms, acknowledgment of all terms and conditions in Attachment A and subsequent addenda, Revenue Form 10A100 Kentucky Tax Registration Application, Secretary of State registration for foreign entities, required affidavits including the Annual Affidavit for 2020, and Equal Employment Opportunity forms if applicable. Proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date and must exclude federal excise tax and Kentucky sales or use tax. Shipments are F.O.B. Destination Freight Prepaid and Allowed, with vendors responsible for all freight charges to the training center. The solicitation does not specify an initial contract period or renewal options, and the Commonwealth reserves the right to cancel the RFB if responses exceed available funding. Inquiries regarding the solicitation should be directed to Commonwealth Buyer Keith Srutowski at 502-564-7007, with billing and payment inquiries directed to Judy Solomon at the Education & Workforce Development Cabinet in Frankfort, Kentucky.
