About this opportunity

The City of Wichita's Public Works & Utilities Department is soliciting sealed bids for construction of Forestview and Forestview Court with incidental stormwater system improvements to serve Bridger at Central Addition Phase 6, with proposals due November 6, 2026 at 10:00 a.m. through the City's Procurement Portal. The solicitation is a Request for Bid, opened publicly by the Board of Bids and Contracts, and it is not a state or federal aid contract.

The project is located north of Central Avenue and east of 135th Street West in Sedgwick County, Kansas. Bidders must demonstrate at least three years of experience in similar services, experience with comparable project size and complexity, and current registration with the Kansas Secretary of State before contract execution. Bidders must post a 5 percent bid bond before opening. The awarded contractor must furnish a performance bond equal to 100 percent of the contract amount and a labor and material payment bond running to the State of Kansas. Insurance requirements include commercial general liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, comprehensive automobile liability of $1,000,000 per occurrence, and employers' liability of $1,000,000 each accident, occupational disease, and annual aggregate, with the City added as primary and non-contributory additional insured. The certificate of insurance is due within 10 days of award notification.

Pricing is lump sum or measured quantity based on bid quantities and unit prices, and bids must exclude duties and taxes unless a governmental body imposes them. Award goes to the lowest and best total net bid from a responsible and responsive vendor. Work must be completed within 45 working days of a start date that falls 30 calendar days after award, following plans and City Standard Specifications. The contractor is responsible for restoring right-of-way and adjacent property as a condition of final payment.

The attached Notice of Intent identifies a 155.50-acre residential subdivision site with 134 acres of anticipated soil disturbance, requiring a sedimentation basin and a stormwater pollution prevention plan under a Kansas Department of Health and Environment NPDES construction stormwater permit. Questions must be submitted by noon on the Tuesday before bid opening to receive written responses as addenda.
