About this file
This is a Notice of Intent (NOI) for discharge of stormwater runoff from construction activities submitted to the Kansas Department of Health and Environment under the National Pollutant Discharge Elimination System (NPDES) for the Bridger at Central residential subdivision project located at 12822 W Central Avenue, Wichita, Kansas. The project, owned and operated by Bridger on Central, LLC (contact: Fisher Wells, Dallas, Texas), involves construction of a new residential subdivision with related utilities on a 155.50-acre site with 134 acres of anticipated soil disturbance. The project start date is June 3, 2024, with an anticipated completion date of June 3, 2029. The NOI was submitted on December 22, 2023, and received authorization on April 17, 2024, with Kansas Permit Number S-LA20-0096 and Federal Permit Number KSR122031. The project includes the disturbance of ten or more acres within a common drainage area and requires installation of a sedimentation basin with design calculations. Erosion control plans and best management practices have been developed by engineer Austin Gottlob (License Number 17919) to manage stormwater runoff and sediment control throughout the construction phases.
The annual permit fee for the first year is $60.00, payable through the KEIMS system at the time of submittal. No conditions or considerations were noted upon authorization approval. The project discharges to the Little Arkansas River Basin, and no contaminated soils, threatened or endangered species habitat, historic or archaeological sites, or critical water quality management areas were identified within the site boundary or receiving water body. The permittee is obligated to comply with all terms and conditions of the Kansas Water Pollution Control general permit and must maintain a Stormwater Pollution Prevention Plan (SWP3 Plan) that will be implemented at the time construction begins and revised as necessary throughout the project duration.

NOTICE OF INTENT (NOI)
For Authorization to Discharge Stormwater Runoff from Construction Activities In accordance with the Kansas Water Pollution Control General Permit Under the National Pollutant Discharge Elimination System (NPDES)
Submission of this Notice of Intent constitutes notice that the party identified in Section I of this form requests authorization for coverage under the Kansas Water Pollution Control general permit, or KDHE issued successor permits, issued for stormwater runoff from construction activities in the State of Kansas. Becoming a permittee obligates the discharger to comply with the terms and conditions of the general permit. A complete request for Authorization for coverage under the general permit must be submitted or the request will not be processed. KDHE will notify owners or operators whose Notice of Intent (NOI) and supporting documentation for Authorization of stormwater runoff associated with construction activities are incomplete, deficient, or denied.
