About this opportunity
The Massachusetts Department of Conservation and Recreation is soliciting proposals for appraisal services to determine the before and after fair market value of a conservation restriction interest in the Panagiotes property, Forest Legacy Program NRF Tract 19, with proposals due November 9, 2026. The RFP was posted October 27, 2026.
The appraisal must comply with the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) and the Uniform Standards of Professional Appraisal Practice (USPAP). Because the conservation restriction is a partial acquisition, the work requires separate valuations of the larger parcel before acquisition and the remainder property after acquisition, with allocation and damages analysis.
An attached Yellowbook appraisal report requirements document (2016, revised 2018) sets report content standards. It covers highest and best use, zoning, sales comparison, cost, and income capitalization approaches, and reconciliation to a final value opinion. Comparable sales must be verified through buyers, sellers, or other knowledgeable parties, and adjustments must appear in grids with explained reasoning. Required exhibits include location and comparable sales maps, plot plans, dated photographs, title evidence, and appraiser qualifications.
