About this opportunity
The Texas Office of the Governor is requesting proposals for foreign trade and investment representation services for the State of Texas Israel Office, with proposals due July 8, 2026 at 2:00 p.m. CST under RFP 301-26-06531. A HUB (Historically Underutilized Business) subcontracting plan is mandatory for all respondents; HUB opportunities exist in communications/media services, economic development, marketing, and export/import services.
The scope requires operating and maintaining a fully operational physical office in Jerusalem, Israel, with deliverables including investment prospect generation targeting a minimum of five qualified prospects annually, export promotion assistance for Texas businesses, and investment promotion events (minimum seven annually, with at least five in-market). The contractor must maintain account staff fluent in both English and Hebrew with relevant economic development experience and submit monthly reports detailing activities, expenditures, and performance metrics by the 15th business day of each month, plus annual reports by September 30.
The primary contract term begins on the date of last signature and extends through August 31, 2027, with three optional 12-month renewal periods available through August 31, 2030, contingent on contractor performance and OOG approval provided at least 30 days before expiration. Compensation is structured as a fixed monthly service fee covering all in-house labor, overhead, office operations, and expenses within Israel, plus pre-approved reimbursables for out-of-country travel, trade shows, and missions. The respondent must complete the Monthly Fees Schedule (Exhibit E) with firm fixed dollar amounts; no specific compensation amount is guaranteed.
Evaluation uses weighted scoring: Company Information and Financial Responsibility (10%), Experience, Qualifications, and References (20%), Response Content and Responsiveness (15%), Methodology of Plan of Action (30%), and Compensation Sought (25%). Respondents must submit one original signed hard copy and one searchable PDF on USB drive. Proposals remain valid for 180 days from the due date. Texas bidders must meet Texas Government Code Section 2155.444(c) qualifications. All respondents must complete Exhibits A (Execution of Proposal), C (Bidder Preferences), D (Conflict of Interest Disclosure), E (Monthly Fees Schedule), F (HUB Subcontracting Plan), and G (FCPA Contractor Certification). The OOG reserves assignment and space-sharing rights for the STIO office with other Texas state agencies and higher education institutions.
