About this opportunity

The City of Long Beach is soliciting bids for Ford OEM parts and service to support approximately 1,000 Ford vehicles across municipal departments, with bids due October 19, 2023 by 11:00 a.m. Pacific Time under ITB-FM-23-313.

Bidders must submit pricing electronically for both light-duty vehicles (GVWR up to 10,000) and heavy-duty trucks (GVWR 10,001+), specifying cost-plus percentages for parts and hourly service rates for Monday–Friday service between 7:00 a.m. and 5:00 p.m. Deliveries must be F.O.B. to City-specified destinations within 24 hours of order receipt; back-ordered parts must be completed within ten working days. Payment terms are Net 30 days.

The contract term is 24 months from award with an extension option for up to three additional one-year periods at the City's discretion. Price changes after the base period may be negotiated but cannot exceed the most recent available Consumer Price Index for All Urban Consumers for the Los Angeles–Riverside–Orange County area. The City prefers to award to a single contractor but reserves the right to award to multiple vendors.

Mandatory submissions include five current customer references, California Secretary of State registration documentation, notarized acknowledgment for out-of-state companies, proof of insurance (commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation, and automobile liability of $500,000 combined single limit, all naming the City as additional insured), a W-9 form, a debarment certification, and an Equal Benefits Ordinance certification form. The Equal Benefits Ordinance applies if the contract value exceeds $100,000 and requires equal benefits provision to employees with spouses and domestic partners. Questions are due September 28, 2023; the City will respond by October 5, 2023. As of October 25, 2023, the City received one bid and issued a notice of intent to award to South Bay Ford, Inc., the lowest responsive bidder.
