About this opportunity
Greenville County is seeking a contractor to implement a Food Waste Collection program at its Residential Waste and Recycling Centers (RW&RC), with the initial phase targeting three of six total centers. The procurement involves establishing food waste recycling containers alongside existing recycling facilities, requiring weekly collection and transportation of food waste to Twin Chimneys Landfill during operating hours of 8:00 am to 4:00 pm, Monday through Friday. Contractors must provide collection containers that prevent animal scavenging, leakage, and odors, with a minimum combined capacity of 128 gallons per location. The evaluation criteria will be equally weighted across four categories: responsiveness to the Request for Proposal (RFP), cost, project experience, and references, with each criterion representing 25% of the total scoring. Key dates include the RFP issuance on November 22, 2024, proposal submissions due on December 20, 2024, at 3:00 pm through the county's online procurement portal, anticipated contract award on January 13, 2025, and a Notice to Proceed scheduled for January 31, 2025.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must comply with South Carolina laws, insurance specifications, and federal regulations, including maintaining comprehensive insurance coverage of $1,000,000 for General Liability and Automobile Liability, along with Statutory Worker's Compensation. While a specific budget range is not disclosed, the Sample Services Agreement template indicates the potential for up to four annual contract renewals, subject to county discretion. The contract will allow for potential expansion from the initial three RW&RC locations to all six centers as the food waste composting program develops. Vendors must complete a Substitute W-9 form and provide detailed business and tax information as part of the proposal process. The RW&RC facilities operate Tuesday through Saturday from 7:00 am to 6:00 pm, which will inform the logistics of waste collection services.
Opportunity text
Greenville County operates a Food Waste Composting Facility located at 11075 Augusta Road. To broaden our impact and increase accessibility, we are expanding food waste composting options to our Residential Waste and Recycling Centers (RW & RC). This project will establish a collection system at each participating RW & RC, featuring food waste recycling containers that are convenient and accessible for residents, situated alongside our current recycling containers.
Initially, this program will roll out at three RW & RC locations, with plans to extend the service to all six centers over time. Our RW & RCs are staffed and open to the public Tuesday through Saturday from 7:00 am to 6:00 pm.
