About this opportunity

Durham County, North Carolina is soliciting sealed proposals under RFP No. 27-015 for solid waste hauling at Durham County convenience sites, with a pre-proposal conference and site visit on November 5, 2026 and proposals due December 10, 2026 at 2:00 p.m. Eastern Time. The solicitation is open to qualified contractors, and no set-aside programs are indicated.

Scope covers collection, transportation, disposal, and processing of solid waste, commingled recycling, and yard waste. Named sites are Parkwood, Redwood, and Northern Durham. Parkwood handles about 970 monthly customer visits and roughly 15 tons and 3 hauls monthly. Redwood is closed for renovation with reopening expected in April 2027, and when operational it handles about 3,900 monthly visits, 156 tons, and 26 hauls. Northern Durham handles about 7,100 monthly visits, 157 tons, and 29 hauls. Collection vehicles must display the contractor's name, telephone number, and unit number visible from 150 feet, use fully enclosed bodies to prevent spillage, and remain in first-class condition under regular preventative maintenance. Contractors must comply with North Carolina E-Verify statutes, maintain a local-telephone office staffed 8:00 a.m. to 5:00 p.m. on regular collection days, and provide an after-hours number for weekend and after-hours issues.

The initial term runs from award through June 30 of the award year, with up to four additional one-year renewals contingent on satisfactory performance. The County may cancel without penalty on thirty days' written notice. Invoices are payable net thirty days and submitted monthly by facility, with tipping fees from the City of Durham's Waste Disposal and Recycling Facility invoiced separately.

Price is the primary criterion at 40% of the total score, with proposers submitting cost per haul, estimated monthly costs, and estimated annual costs for each site. Remaining weights are service delivery and reliability at 20%, and experience and qualifications, equipment and operational capacity, approach and methodology, and financial stability at 10% each. Questions are due November 17, 2026 at 3:00 p.m. Eastern Time. Proposals go to the Durham County Purchasing Division, 201 East Main Street, 7th Floor, Room 703, Durham, North Carolina 27701.
