About this opportunity
The State Fiscal Accountability Authority, on behalf of Florence-Darlington Technical College (FDTC) in Florence, South Carolina, is requesting proposals for food service operations at its Main Campus with proposals due October 28, 2026 and a site visit available October 21.
The contractor will provide fast-food style service—hot and cold sandwiches, salads, soups, pizzas, fruits, chips, juices, desserts, and breakfast items—in a smoke-free environment with fixed, reasonable pricing. Service is required minimally from 8:30 a.m. to 2:00 p.m., Monday through Thursday, with hours negotiable based on student demand. The contractor must submit technical and business proposals separately, including site requirements, facility descriptions, operational resources, organizational experience with comparable contracts, employee structure and training, and sample menus with pricing.
The initial contract term is one year with four one-year renewal options, creating a maximum contract life of five years, with an estimated start date of January 25, 2027. The contractor bears all costs for food, supplies, equipment, uniforms, employee training, and facility maintenance within food preparation areas; FDTC provides space, utilities, local telephone service, dining-area cleaning, security, building maintenance, pest control, and non-preparation-area floor care. The contractor remits monthly commissions or excess profits to the College within twenty days of each month's close, supported by financial statements and profit-and-loss reports. All financial statements for the past two fiscal years must accompany the proposal. FDTC reserves the right to audit cash collection reports regularly and inspect books, records, and cash register tapes.
Evaluation allocates 40 points to the technical proposal, 35 to organizational capabilities, and 25 to commission on gross sales (less sales tax) and minimum monthly payment. Vendors must maintain a state vendor number and comply with all federal, state, and local food service regulations and sanitation codes. Questions are due October 9, 2026. Award is scheduled for January 13, 2027.
