About this file

This is Amendment 1 to a Request for Proposal issued by the State Fiscal Accountability Authority (SFAA), Division of Procurement Services, on behalf of Florence-Darlington Technical College (FDTC) in Florence, South Carolina, for food service operations. The solicitation requests proposals for fast-food style food service including hot and cold sandwiches, salads, soups, pizzas, fruits, chips, juices, desserts, and breakfast items served in a smoke-free environment. Service is required minimally from 8:30 a.m. to 2:00 p.m., Monday through Thursday, with hours negotiable based on student demand. Proposals must be submitted online by October 28, 2026 at 11:00 a.m. (ET), with questions due by October 9, 2026. A site visit is available by appointment at Florence-Darlington Technical College, 2715 West Lucas Street, Florence, SC 29501, Room 5212-A. The award is scheduled for January 13, 2027, with an estimated service start date of January 25, 2027. The initial contract term is one year with four one-year renewal options, establishing a maximum contract life of five years.

Offerors must submit separate technical and price proposals in the specified electronic format, including organizational experience with comparable contracts, employee structure and training, facility descriptions, operational resources, and sample menus with fixed, reasonable pricing. The contractor is responsible for all costs related to food, supplies, equipment, uniforms, employee training, and facility maintenance within food preparation areas, while FDTC provides space, utilities, local telephone service, dining-area cleaning, security, and building maintenance. The contractor must remit monthly commissions or excess profits to the College within twenty days of each month's close, supported by financial statements and profit-and-loss reports; all financial statements for the past two fiscal years must accompany the proposal. Evaluation criteria allocate 40 points to the technical proposal, 35 points to organizational capabilities, and 25 points to commission on gross sales and minimum monthly payment. FDTC reserves the right to audit cash collection reports and inspect books, records, and cash register tapes. All vendors must maintain a state vendor number and comply with federal, state, and local food service regulations and sanitation codes.
