About this opportunity
The Technical College System of Georgia issued an RFP on behalf of Oconee Fall Line Technical College for complete food service operations at its Sandersville campus, with proposals due October 9, 2020; the solicitation was later cancelled on December 9, 2021, due to lack of competition and reduced in-person student enrollment.
The scope required a qualified supplier to manage and operate a cafe-type food service at 1189 Deepstep Road, Sandersville, Georgia, providing food preparation, labor, materials, and expendable supplies. Service hours were Monday through Thursday, 7:00 a.m. to 2:30 p.m., with options for extended evening service for college-approved activities. The college operated the physical cafe and food preparation area; the supplier was responsible for all operational costs and staffing.
The financial structure was revenue-generating: the successful supplier paid OFTC a quarterly commission on gross sales (defined as sales less taxes and refunds) within 14 days of each quarterly reporting period. Historical sales for calendar year 2019 totaled $162,367.12, indicating the revenue base.
A La Carte Menu Services, Inc. was identified as the apparent successful offeror in a Notice of Intent to Award posted October 11, 2021. The tabulation sheet documented that A La Carte Menu Services was the only proposal received; it scored 300 points on cost and 395 points on technical evaluation for a combined final score of 695 points. The vendor met all minimum requirements, maintained valid Federal System for Award Management status, and appeared on neither the Georgia Suspended & Debarred List nor the federal debarment list. TCSG Purchasing recommended award with College Approval documented October 4, 2021.
Despite the award recommendation, the solicitation was subsequently cancelled, and all prior submissions remain closed pending any future rebid.
