About this opportunity

Orange County, Florida is issuing an Invitation for Bids (IFB Y26-165) for the procurement of food and beverage smallwares for the Orange County Convention Center, a four-diamond AAA-rated facility. The solicitation seeks sealed bids for a comprehensive array of smallwares products from eleven authorized manufacturers: American Metalcraft, Bon Chef, Cal-Mil, Carlisle, Eastern Tabletop, Front of the House, Libbey, Service Ideas, Snap Drape, Spring USA, and Steelite International. The resulting contract will establish a five-year term with pricing structured as a fixed percentage discount off current manufacturer's suggested retail price (MSRP) lists, with the discount remaining constant throughout the contract period. Respondents must submit three client references for similar term contract work completed within the last ten years, maintain comprehensive insurance coverage including $1,000,000 in commercial general liability and auto liability, and comply with numerous requirements including E-Verify registration, conflict of interest disclosures, and human trafficking affidavits. Electronic submissions are required through the OpenGov e-Procurement Platform, with questions due by Friday, April 10, 2026, at 5:00 p.m. EST and sealed offers due by Thursday, April 30, 2026, at 4:00 p.m. EST. Public bid opening is scheduled for the next posted Procurement Public Meeting following the April 30 submission deadline at 400 E. South Street, 2nd Floor, Orlando, Florida 32801. The County reserves the right to award on an all-or-none basis to the lowest responsive bidder or on an item-by-item basis to the lowest responsive and responsible bidder.

Service Disabled Veteran Business enterprises registered as prime vendors are eligible for a preference allowing them to win at bids up to 8% higher than the lowest responsive bid, depending on total contract value. Standard free-on-board shipping within twenty days of receipt of a delivery order is included in the discounted price, with expedited delivery or specialized shipping costs subject to prior approval. The estimated five-year budget totals $2,145,000 across the eleven manufacturers, plus an additional $10,000 allocated for non-standard shipping charges. Respondents are required to submit electronic copies of applicable manufacturer price lists in PDF, Excel, or hosted website format as part of their bid submission. All responses must be transmitted exclusively through the OpenGov e-Procurement Platform, with hand-delivered, mailed, faxed, or emailed submissions expressly prohibited and subject to rejection.
