About this opportunity
Fond du Lac Area Transit (FDLAT) is seeking a consultant to update its Transit Development Plan (TDP) for 2022, replacing the current plan from 2016. The procurement is a Request for Proposal (RFP) coordinated by FDLAT, the City of Fond du Lac, and the East Central Wisconsin Regional Planning Commission (ECWRPC). The selected consultant will comprehensively review the existing transit system, which serves approximately 19 square miles and 50,000 residents through fixed-route bus services, paratransit, school services, and shared-ride taxi operations. Key deliverables include analyzing ridership trends, identifying major trip generators, recommending system efficiency improvements, developing funding strategies, evaluating paratransit integration, and conducting public outreach. The proposal evaluation will use a quality-based selection process scoring seven categories: Approach (30 points), Timeline/Work Plan (20 points), Organization Capabilities (15 points), Staff Qualifications (10 points), References (5 points), Innovative Approaches (10 points), and Budget (10 points). Critical dates include questions due by January 14, 2022, at 2:00 p.m. CST, proposals due January 26, 2022, at 2:00 p.m. CST, contract negotiations the week of February 21, 2022, contract start on March 1, 2022, and project completion by September 30, 2022.
There are no specific set-aside designations or restrictions on organizational types for this procurement, though proposing firms must indicate their Disadvantaged Business Enterprise (DBE) or Minority Business Enterprise (MBE) status. No incumbent vendor information is referenced in the documents. The RFP requires consultants to comply with federal compensation requirements under 2 CFR Part 200.430 and obtain specific insurance coverages, including commercial general liability insurance with $2,000,000 per occurrence, automobile liability coverage of $2,000,000, and workers' compensation insurance. While no specific budget range is provided, proposals must include comprehensive costs for seven task categories: ridership trend review, major generator identification, system recommendations, funding strategy development, paratransit evaluation, public outreach, and final report preparation. Proposals must be submitted electronically in PDF format, with cost proposals in a separate attachment, to Tricia Davi at tdavi@fdl.wi.gov. The project's ultimate goal is to provide strategic direction for FDLAT's transit system development over the next five to ten years.
