About this file

This RFP Questions and Answers document addresses inquiries from prospective consultants regarding Fond du Lac Area Transit's (FDLAT) Transit Development Plan (TDP) update project in Wisconsin, coordinated in partnership with the City of Fond du Lac and the East Central Wisconsin Regional Planning Commission (ECWRPC). The consultant will be responsible for helping craft a ridership survey, which FDLAT and ECWRPC will administer through both in-person and online methods. The scope includes access to previous transit ridership data and origin-destination data from prior Transit Development Plans. Consultants may propose engagement activities beyond those explicitly listed in the RFP, though capital planning recommendations regarding transit centers and electric bus fleets will be addressed in future separate studies. The project completion deadline is September 30, 2022.

Regarding pricing and participation requirements, project costs should be tailored to the scope outlined in the RFP with no specific budget range provided in this document. There is no contract-specific Disadvantaged Business Enterprise (DBE) or Minority Business Enterprise (MBE) participation goal at this time, though proposing firms must indicate their DBE/MBE status. No incumbent information is referenced in the questions and answers. The consultant will work under the direction of City of Fond du Lac, FDLAT, and ECWRPC staff to develop materials that provide adequate direction for the transit system's five to ten year development horizon.
