About this opportunity

El Paso Independent School District is soliciting proposals for grease trap, sewage holding tank, and lift station maintenance and service on a districtwide basis for the Food and Nutrition Services Department, with proposals due September 9, 2026 at 2:00 p.m. (MT).

Services include scheduled pumping, cleaning, inspection, maintenance, and proper disposal of fats, oils, and grease (FOG) from grease traps, interceptors, sewage holding tanks, and lift stations. The scope encompasses routine quarterly maintenance for traps under 149 gallons and 150+ gallons, demand services during and outside business hours (weekdays, weekends, and holidays), degreasing and flushing, waste disposal at licensed facilities, documentation and reporting, and inspection for deficiencies. Vendors must maintain appropriate licensing, insurance, and personnel certifications and comply with all federal, state, and local health, environmental, and wastewater regulations.

The contract term is one year from completion of the award process, with EPISD holding the option to extend for up to four additional years contingent upon satisfactory performance. The anticipated award date is September or October 2026.

Evaluation uses a weighted scoring system: purchase price (58 points), reputation (12 points), quality (10 points), meeting District needs (10 points), long-term costs (5 points), and other relevant factors (5 points). EPISD reserves the right to award for best value rather than lowest price and may negotiate with short-listed finalists.

Vendors must submit detailed pricing for basic and demand services, financial statements for the past two years, EDGAR Certification, Form 1295 (unless exempt as a publicly traded entity), Criminal History Record Information certification, and Texas-mandated certifications. A non-mandatory pre-proposal informational conference is scheduled for September 1, 2026 at 10:00 a.m. (MT). Written questions are due September 2, 2026 at 12:00 a.m. (MT), with answers provided by September 4, 2026.

Opportunity text

The El Paso Independent School District (EPISD) is soliciting proposals from qualified vendors to provide routine maintenance and service for grease traps, sewage holding tanks, and lift stations for the Food and Nutrition Services (FNS) Department on a districtwide basis. The purpose of this solicitation is to secure comprehensive maintenance services that ensure the safe, sanitary, and efficient operation of kitchen and wastewater systems supporting District food service operations. Services shall include, but are not limited to, the scheduled pumping, cleaning, inspection, maintenance, and proper disposal of fats, oils, and grease (FOG) and other accumulated waste from grease traps, interceptors, sewage holding tanks, and lift stations. Routine maintenance is essential to prevent blockages, sewer backups, equipment failures, and other operational disruptions. These services also support compliance with applicable federal, state, and local health, environmental, and wastewater regulations; minimize odors and pest concerns; and protect District facilities from unplanned downtime and costly repairs.
