The scope covers snow plowing, sanding, and ice treatment when precipitation accumulates two inches or more. Parking lots must be reasonably cleared by 6:00 a.m. and gated compound access completed between 6:30 a.m. and 4:00 p.m., Monday through Friday, excluding federal holidays. Special facilities including Bangor Flight Facility Building #260 and RTI #700 require 24/7 response capability. Contractors must submit a detailed Disaster Recovery Plan addressing workforce reduction scenarios and a list of equipment meeting or exceeding minimum requirements.

The contract term runs from November 1, 2026, through October 31, 2027, with four optional one-year renewal periods extending through April 30, 2031. The previous contract held by Joe Gammon and Sons Excavation LLC was valued at $38,588. Invoicing will be made in six equal monthly payments from November through April. Bidders must provide Certificates of Insurance evidencing General Liability of $1,000,000 minimum, Worker's Compensation at state limits, and Business Auto Policy of $500,000 with snow plowing coverage. All personnel with facility access must pass federal background checks.

Award will be made to the lowest qualified bidder on a best value basis. Contractor performance is evaluated monthly using a detailed checklist; contractors receiving four or more negative ratings during an evaluation tour must correct deficiencies within two weeks or face contract termination with 30 days' notice. Questions are due by noon on July 22, 2026. Bidders must submit pricing using the provided Excel bid worksheet through the State of Maine's Vendor Self Service (VSS) portal, with separate hourly rates for work outside the primary scope.
