About this file

This is a Snow Plow Checklist and evaluation document issued by the Department of Defense, Veterans and Emergency Management - Military Bureau in Maine for ongoing snow plowing and sanding services. The checklist establishes the performance standards and evaluation criteria for contractors providing snow removal services at designated military facilities, including parking areas, entrances, roadways, and special facilities such as the Bangor Flight Facility and Bangor RTI. Key performance requirements include clearing and sanding designated areas within six hours of precipitation accumulation of two inches or more, completing all parking lots and access roads by 6:00 a.m., returning within 24 hours after storm completion for cleanup, and responding to all communications within one business day. The contract requires periodic performance evaluation tours conducted at minimum monthly intervals, with additional evaluations scheduled by the Program Administrator with three business days' notice. Snow piling must occur only in specified areas, and contractors must avoid creating drifts near critical infrastructure such as fire hydrants, fire lanes, and dumpster enclosures.

The document establishes a performance management protocol whereby contractors receiving four or more negative responses or "Needs Improvement" ratings during an evaluation tour are documented as providing poor performance and given two weeks to correct deficiencies. Contracts may be terminated with 30 days' notice if issues remain unresolved, or immediately upon receiving three poor performance ratings. Contractors have 15 calendar days to appeal termination decisions to the Director of the Division of Procurement Services. Special facility requirements are addressed individually, including 24/7 operations at Bangor Flight Facility Building #260 and RTI #700 where contractors must respond to notifications from facility points of contact or security personnel. The Program Administrator must receive photographic documentation and detailed listings of pre-existing damage within 30 days of contract start. Completed evaluation sheets must be submitted to Ken Merrifield at the Department of Facilities and Engineering.
