About this opportunity
Leon County and the Florida Fish and Wildlife Conservation Commission are seeking a single-source procurement for Flow Cytometer and Cell Sorter Maintenance, Equipment, and Related Parts from Life Technologies. The procurement specifically targets proprietary laboratory equipment used by the Harmful Algal Bloom (HAB) group, including maintenance services and potential new equipment acquisitions. The contract term is three years from the purchase order issuance, with responses due by February 6, 2025 at 12:30 PM ET. Vendors must provide written information demonstrating their capability to supply the specified commodities or services, with submissions to be emailed to the designated contact person. The procurement requires vendors to warrant full capability to perform contract requirements, comply with Chapter 287 of Florida Statutes, and demonstrate integrity and reliability for good-faith performance. Required qualifications include exclusive authorization from the manufacturer to perform maintenance, access to proprietary equipment software, and certified technician training specific to the equipment.
This procurement appears to be restricted to Life Technologies as the sole authorized vendor, with no explicit set-aside designations for disadvantaged enterprises. The estimated contract value is $300,000, covering maintenance services that include a minimum of yearly preventative maintenance visits for each instrument by manufacturer-certified technicians. Life Technologies maintains exclusive intellectual property rights for the equipment software and has not authorized other companies to perform maintenance or resell the equipment. The procurement is specifically for proprietary laboratory instruments used in scientific research, with the vendor's technicians being the only individuals trained and authorized to perform maintenance and repairs. No alternative vendors or integration requirements with existing infrastructure are mentioned in the documentation, emphasizing the single-source nature of this procurement.
