About this opportunity

The Florida Department of Agriculture and Consumer Services (FDACS) is seeking a qualified vendor to provide a contractual service agreement to analyze and recommend improvements to the State of Florida's energy assurance and security plan. The selected vendor will be required to revise the existing Florida Energy Assurance Plan and incorporate it into a comprehensive State Energy Security Plan (SESP) that meets all federal requirements by September 30, 2023. The RFP outlines the specific deliverables, including a Final Energy Supply Assurance Plan, Final State Energy Security Plan, and Final Energy Infrastructure Assurance Plan, to be provided over an initial six-month contract period, with the potential for up to three additional one-year renewals. Vendors must have relevant expertise and past experience to thoroughly address the analysis and planning requirements within the prescribed timeline. Proposals will be evaluated based on the vendor's technical capabilities and cost, with the contract being awarded to the responsive and responsible vendor with the highest cumulative score.

The RFP is open to all interested parties, including universities, and does not specify any set-aside designations or restrictions on the types of organizations that can respond. The contract will be funded through the U.S. Department of Energy's State Energy Program, with a maximum budget of $200,000 for the initial six-month term. The RFP does not mention any incumbent vendors or integration requirements with existing infrastructure or technology.
