About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the Florida Department of Agriculture and Consumer Services (FDACS) for FLORIDA'S ENERGY ASSURANCE AND SECURITY STUDY. The RFP seeks a qualified vendor to analyze and recommend improvements to the State of Florida's energy assurance and security plan, which will serve as the foundation for the State Energy Security Plan (SESP) required by federal legislation. The addendum provides clarification on the deliverables, specifically that the Energy Supply Assurance Plan and Energy Infrastructure Assurance Plan already exist and are to be incorporated into the final SESP product. FDACS has modified the Price Sheet (Attachment C) accordingly, and all other terms and conditions of the RFP remain the same.
The RFP is for a state and local contract opportunity involving the State of Florida, Leon County, and the City of Tampa. Pricing for the deliverables is required to be firm and fixed. The document does not mention any set-asides, incumbents, funding requirements or sources, or contract term and renewal options.

ADDENDUM 3
TO: VENDORS
FROM: CARMELITA GRAHAM, PURCHASING DIRECTOR
RE: REQUEST FOR PROPOSAL NO. RFP OOE 22 23 71
FLORIDA’S ENERGY ASSURANCE AND SECURITY STUDY
This addendum is to provide answers to questions received in reference to this request for proposal.
Question / Answer
1. The response to question 9b (referencing the response to question 19) does not address the difference. Additionally, the response to question 18 indicates that these two plans are just annexes to the Energy Security Plan (referred to as the final product in response to question 16), but there is no deliverable for the Energy Security Plan to break out the cost to produce the SESP.
Attachment C makes it very clear that Contractors must identify a cost for both of these Plans (but not the Energy Security Plan). Moreover, FDACS is requiring these prices to be firm, fixed prices for each deliverable (Response to Question 13).
Can you please provide us with further clarity on this matter as soon as possible?
In clarification to the task/deliverable(s) referenced under Section 2.1 regarding “Develop a Final Energy Supply Assurance Plan and Develop Energy Infrastructure Assurance Plan”, these Plans are already in existence. It is the department’s intention that the Plans be utilized and incorporated to develop the final product which is the State Energy Security Plan (SESP). The Energy Supply Assurance Plan and Energy Infrastructure Plan are the vital components for addressing DOE requirements.
The Department has modified Attachment C- Price Sheet. (attached).
This Addendum is hereby incorporated into and made a part of the above noted Request for Proposal. All other terms, conditions and specifications of this Request for Proposal will remain the same.
