About this opportunity
The Florida Department of Agriculture and Consumer Services, Florida Forest Service is soliciting competitive bids to establish fixed-rate Term Agreements for statewide wildfire mitigation services across four regions, with sealed bids due October 20, 2026 at 5:00 p.m. Eastern Time. The department intends to award up to ten Term Agreements per Service Level within each region — a significant volume-of-awards structure that creates multiple pathways to contract.
Five distinct service levels define scope: Service Level 1 covers forestry mowing and mulching only; Service Level 2 adds land clearing; Service Level 3 includes land clearing with no diameter-at-breast-height restrictions; Service Level 4 involves roller-drum chopping; and Service Level 5 focuses on fireline establishment. All costs — labor, equipment, materials, transportation, insurance, and related expenses — must be included in unit pricing. Vendors must submit fixed maximum rate unit prices per acre for Service Levels 1–4 and per one-tenth mile for Service Level 5, with separate pricing required for each year of the initial three-year term and optional renewal periods.
Contractors must maintain general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability insurance of $300,000, and workers' compensation insurance in accordance with Florida law. All contractors must register with MyFloridaMarketPlace, obtain valid W-9 certification with the Department of Financial Services, and comply with E-Verify employment verification. Performance measures include financial consequences ranging from 1% to 5% deductions from project invoices for non-compliance with specifications, improper mulch distribution, inadequate site cleanup, or late starts or completion. Contractors must begin work within 30 calendar days of purchase order issuance.
Term Agreements are three years in duration with optional renewal for up to three additional one-year periods at the contractor's discretion. Upon award, the department will issue project-specific Requests for Quotes and purchase orders for individual projects. No guarantee exists regarding actual purchase order quantities or acreages. Questions are due October 7, 2026, with written responses posted by October 13, 2026. Public bid opening is scheduled for October 21, 2026 at 9:30 a.m. via teleconference.
