About this opportunity

The State of Maine Division of Purchases is soliciting bids for floor scrubber machines, with bids due August 25, 2008. Tie bids are resolved in favor of in-state bidders or those offering Maine-manufactured products or services.

The scope encompasses walk-behind floor scrubbing machines in multiple models with cleaning paths of 17 and 20 inches. Specifications include solution tank capacity of 10.5 gallons, recovery tank capacity of 15 gallons, 1.0 horsepower scrub motors at 230 rpm, variable solution flow rates, two-stage vacuum systems with 40-inch water lift, variable propel speeds up to 2.6 miles per hour, and 24-volt battery systems with 2.5 to 3.0 hour run times depending on battery capacity. Machines must achieve productivity rates of 8,440 to 21,420 square feet per hour depending on model and cleaning method, operate at 68.5 dBA sound levels, maintain minimum aisle turning radius of 51.5 to 53 inches, and achieve gradeability of 3.0 to 5.0 degrees. Net weights range from 203 to 216 pounds without batteries and 315 to 386 pounds with batteries installed. Equipment must comply with ISSA cleaning time standards and ISO 11201 sound level measurement protocols. A three-year warranty covering parts and labor for up to 2,500 hours of operation and a ten-year warranty on rotationally-molded polyethylene tanks are required.

Bids must be submitted to the Division of Purchases, Room 119, 9 State House Station, State Office Building, Augusta, Maine, on a unit basis for each item. Pricing must include all trade or quantity discounts and delivery charges. The State reserves the right to reject any or all bids and award to the lowest responsible bidder based on best value considering quality, conformity with specifications, delivery dates, and ultimate cost. The State is exempt from Federal and Maine State Sales and Use Taxes. Contractors may increase or decrease quantities by up to 10 percent on purchase orders, and no assignment, subletting, or transfer of contracts is permitted without written Director consent.
