About this file

This document is a floor scrubber product brochure from XPEDX related to a procurement solicitation issued by the State of Maine Division of Purchases for walk-behind floor scrubbing machines. The State sought bids for floor scrubber equipment in multiple models featuring 17 and 20-inch cleaning paths, with bids due on August 25, 2008. The specifications encompassed machines with 10.5-gallon solution tank capacity, 15-gallon recovery tank capacity, 1.0 horsepower scrub motors operating at 230 rpm, variable solution flow rates, and two-stage vacuum systems with 40-inch water lift. Equipment was required to achieve productivity rates between 8,440 and 21,420 square feet per hour depending on model and cleaning method, operate at 68.5 dBA sound levels, maintain minimum aisle turning radius of 51.5 to 53 inches, and achieve gradeability of 3.0 to 5.0 degrees. Machines were to be powered by 24-volt battery systems with 2.5 to 3.0 hour run times and weigh between 203 and 216 pounds without batteries and 315 to 386 pounds with batteries installed.

Bidders were required to submit pricing on a unit basis to the Division of Purchases in Augusta, Maine, with all pricing to include trade or quantity discounts and delivery charges. Equipment was required to comply with ISSA cleaning time standards and ISO 11201 sound level measurement protocols and include a three-year warranty covering parts and labor for up to 2,500 hours of operation and a ten-year warranty on rotationally-molded polyethylene tanks. The State reserved the right to reject any or all bids and award to the lowest responsible bidder based on best value considerations including quality, conformity with specifications, delivery dates, and ultimate cost. Tie bids were resolved in favor of in-state bidders or those offering Maine-manufactured products or services. The State was exempt from Federal and Maine State Sales and Use Taxes, and contractors were permitted to increase or decrease quantities by up to 10 percent on purchase orders, with no assignment, subletting, or transfer of contracts permitted without written Director consent.
