About this opportunity

Mt. San Antonio College is seeking qualified contractors to provide comprehensive floor care services through a five-year on-call contract spanning September 2025 through August 2030. The Request for Qualifications (RFQual) solicits proposals for installation, repair, maintenance, and emergency services covering multiple flooring surfaces including carpet, VCT, polished concrete, vinyl, rubber, and other specialized surfaces. Proposals must be submitted electronically via OpenGov by July 30, 2025, at 2:00 pm, with a mandatory pre-proposal meeting scheduled for June 26, 2025, at 1:30 pm. The evaluation process will assess proposals across six key criteria: completeness of proposal (10 points), proposer experience (30 points), references (10 points), staffing and organization (10 points), proposed fees (25 points), and appropriate professional licenses and permits (15 points). Contractors will be required to comply with industry best practices, manufacturer specifications, OSHA safety standards, and environmental regulations, with a comprehensive approach to floor care services.

The procurement does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must be registered with the Department of Industrial Relations (DIR) and comply with prevailing wage requirements, with potential penalties for non-compliance including $50 per calendar day for wage violations. While no minimum amount of work is guaranteed, the district reserves the right to award contracts to multiple consultants and apportion requirements. Insurance requirements are substantial, including workers' compensation, commercial general liability, and automobile liability, with liability limits of $1,000,000 per occurrence. The contract includes provisions for projects over $25,000 to require bonding, and contractors must provide certificates of insurance listing Mt. San Antonio College as an additional insured. The contract structure allows for work to be assigned through individual Work Authorization agreements, with potential automatic renewal for additional one-year periods not to exceed a total of five years.
