Key technical requirements include a six-degree-of-freedom motion platform with minimum 22 degrees of usable yaw-axis motion, dual active seatbelt tensioning systems, H125-representative flight controls with active force-feedback, a minimum 180-degree horizontal field-of-view visual system using OLED or equivalent technology, and computing systems with two NVIDIA RTX 5090-class graphics processing units or equivalents. The contractor must provide remote technical support during normal business hours (8 a.m. to 5 p.m.), on-site service capability, software updates and bug fixes, maintenance and parts replacement, preventative maintenance recommendations, and backup and recovery processes. Payment terms are Net 30 with supplier-prepaid freight and FOB delivery. Insurance requirements include General Liability ($1 million per occurrence, $2 million aggregate), Automobile Liability ($1 million combined single limit), Worker's Compensation with statutory limits, Cyber Liability ($4 million aggregate), and Technological Errors and Omissions Liability ($1 million per occurrence, $2 million aggregate).
Round 1 evaluation (100 points) assesses qualifications, experience, methodology, and approach. Round 2 evaluation (100 points) assesses demonstration and cost. The pre-offer meeting is September 1, 2026 at 9:30 a.m. via Webex. Questions are due September 3, 2026 at 2:00 p.m. The evaluation committee meeting is anticipated for October 5, 2026, with intent to award issued by October 12 and contract signature targeted for November 2, 2026.
