About this opportunity

The City of Cheyenne, Wyoming is requesting proposals for the design of a new Fleet Maintenance Mechanic Shop at 2731 Old Happy Jack Road, with proposals due July 7, 2026 at 3:00 p.m. and a mandatory in-person pre-proposal meeting on June 9, 2026 at 10:00 a.m.

Proposing firms must include professional engineers licensed by the Wyoming State Board of Examining Engineers and architects licensed by the Wyoming State Board of Architects and Landscape Architects; out-of-state corporations must be registered with the Wyoming Secretary of State. A resident contractor certification is available and carries a 5-point evaluation factor for qualifying Wyoming-registered firms.

The scope encompasses preliminary design, final design, bid document preparation, cost projections, and construction administration services for a facility with approximately six bays, storage, a paint booth, bathrooms, office space, extra ventilation for welding, two oil pits, and one lift. The design team must evaluate two potential locations within the existing Fleet Maintenance Facility or identify requirements for a new location if neither is suitable. Proposers must submit at least three references for similar mechanic shop design projects completed within the preceding five years, including original budgets, final costs, and cost-variation explanations.

Compensation is structured as a unit-based contract with a negotiated not-to-exceed amount across three phases: Preliminary Design, Final Design, and Construction Administration (billed hourly at a conservative rate). All proposal costs must include normal business expenses, insurance, permits, mileage, travel, printing, and overtime engineering.

Evaluation criteria are applicable experience (20 points), price proposal (20 points), approach to project (10 points), cost-saving and innovations (10 points), technical expertise (10 points), performance on past projects (5 points), adequate resources (5 points), resident contractor status (5 points), proposal quality (5 points), familiarity with the project (5 points), and jobsite proximity (5 points). Potential oral interviews with best-qualified firms are scheduled for July 10–13, 2026. Questions are due June 19, 2026 at 5:00 p.m. Notice-to-Proceed is anticipated August 3, 2026, with contract execution by August 11, 2026. Proposals must remain valid for 120 days from submission.
