About this file
This is a Question & Answer Report for Request for Proposal (RFP) No. 8-26 issued by the City of Cheyenne, Wyoming Purchasing Department for the design of a new Fleet Maintenance Mechanic Shop located at 2731 Old Happy Jack Road. The project involves the design of a facility with approximately six bays, storage areas, a paint booth, bathrooms, office space, extra ventilation for welding, two oil pits, and one lift. The City will evaluate two potential sites within the existing Fleet Maintenance Facility or accept a new location if neither is suitable. The response deadline is July 7, 2026 at 3:00 p.m., with a mandatory pre-proposal meeting held on June 9, 2026. Questions regarding the RFP were due June 19, 2026 at 5:00 p.m., and potential oral interviews with best-qualified firms are scheduled for July 10-13, 2026. Notice-to-Proceed is anticipated August 3, 2026, with contract execution by August 11, 2026.
The City has established a rough construction budget of approximately $4 million for the project and requires proposing firms to include professional engineers licensed by the Wyoming State Board of Examining Engineers and architects licensed by the Wyoming State Board of Architects and Landscape Architects. The design scope includes preliminary design, final design, bid document preparation, cost projections, and construction administration services, with compensation structured as a unit-based contract billed hourly at a conservative rate across three phases. A resident contractor certification is available and carries a 5-point evaluation factor for qualifying Wyoming-registered firms. Evaluation criteria include applicable experience, price proposal, approach to project, cost-saving and innovations, technical expertise, performance on past projects, adequate resources, resident contractor status, proposal quality, familiarity with the project, and jobsite proximity. The City does not require specific sustainability certifications and intends to use Design-Bid-Build as the construction delivery method, leaving Pre-Engineered Metal Building (PEMB) construction as an option for the designer.
