About this opportunity
The Town of Groton, located in New London County, Connecticut, is seeking proposals from qualified solar developers for a comprehensive solar photovoltaic system project at the Flanders Road Landfill. The procurement offers three distinct bid options: a Base Bid for approximately 1.90 MW-ac capacity, a Bid Alternate #1 for up to 5 MW-ac capacity at the same property, and a Bid Alternate #2 for a solar system located anywhere in Eversource territory that would offset approximately 3,000,000 kWh/year of the Town's electrical consumption. All proposed systems must participate in Eversource's Non-residential program with Virtual Net Metering for State, Agricultural, and Municipal beneficial accounts. The solicitation requires vendors to be qualified solar developers capable of designing, implementing, and maintaining solar photovoltaic systems that meet the specified technical requirements. The RFP was released on December 5, 2023, with a vendor Q&A period from December 5 to December 15, 2023, and proposals are due by January 19, 2024, at 2:30 PM EST. Potential bidders must submit comprehensive proposals demonstrating their technical expertise, system design capabilities, and understanding of the project's specific requirements.
The RFP does not specify any set-aside designations or restrictions on responding organizations, indicating the solicitation is open to all qualified solar developers. No incumbent vendors or current contractors are mentioned in the documentation. The delivery terms are specified as Free On Board Destination, with payment terms to be determined by the vendor. While the exact estimated total value of the contract is not disclosed, the project involves significant solar infrastructure development across multiple potential system configurations. The documentation includes multiple supporting documents such as conceptual designs, local property tax information, and responses to vendor questions through several addenda. The project contact is Karl Klein from the Town of Groton, who will manage inquiries and oversee the procurement process. The solar development opportunity represents a strategic initiative by the Town of Groton to leverage municipal property for renewable energy generation and potentially reduce electrical consumption costs through innovative Virtual Net Metering arrangements.
Opportunity text
The Town of Groton (the "Town") seeks Proposals from qualified solar developers (the "Bidders") to develop a solar photovoltaic system (the "System") on Town-owned property containing the Flanders Road Landfill (the "Property"). The Town is seeking a Base Bid at nameplate capacity of approximately 1.90 MW-ac at the Property, and a Bid Alternate #1 at nameplate capacity up to 5 MW-ac at the Property, that would participate in the Non-residential program (the "NRES Program"), with Virtual Net Metering ("VNM") for State, Agricultural, and Municipal ("SAM") beneficial accounts, administered by Eversource. The Town is also seeking a Bid Alternate #2 for a solar photovoltaic system located anywhere in Eversource territory that would offset the maximum average annual electric consumption of the beneficial Town accounts within Eversource territory over the last five years of approximately 3,000,000 kWh/year, through the NRES Program with VNM for SAM beneficial accounts.
