About this opportunity

San Bernardino County Sheriff/Coroner/Public Administrator is requesting bids on ten fixed, pole-mounted, solar-powered ALPR systems and four mobile, vehicle-mounted ALPR camera systems under ITB SHR126-ADMSR-6466, with proposals due September 29, 2026 at 3:00 PM PDT and questions due September 22, 2026 at 2:00 PM PDT. A 5% local-vendor preference applies to vendors with principal place of business in San Bernardino County, applied through price deduction or point addition in evaluation.

Fixed systems must operate continuously 24/7 with high-resolution image capture across varied lighting and weather, remote monitoring and management, and tamper-resistant design. Mobile systems must deliver real-time license plate recognition with high-speed capture, 360-degree view and footage, optical character recognition, real-time hot-list alerting, GPS tagging, time-stamped metadata, integration with mobile data terminals, and wireless transmission. The software platform must be based on Axon Enterprise, Flock Safety, or Motorola Solutions/Vigilant—a single-source software specification—and include CJIS compliance, hot-list integration, advanced search, data retention and audit logging, user access controls, encryption, and inter-agency data-sharing capability.

All bids must be submitted electronically through San Bernardino County's ePro procurement network. Pricing must appear on the authorized County Cost form (Attachment D) with unit and extended prices per line item, stated F.O.B. destination and excluding California sales/use tax and federal excise tax. Payment terms are Net 60 days from invoice receipt and acceptance. Contractors must be registered in SAM and comply with debarment and criminal-history certifications. The procurement is federally funded and subject to FAR provisions on recovered materials, prohibited telecommunications equipment, domestic preference, copyright, and Byrd Anti-Lobbying Amendment requirements. Contractors must accept payment via electronic funds transfer. The County reserves the right to reduce or increase quantities at award and to waive specification variations if they do not materially affect performance. Tentative award is November 2026.
