About this file
This is Amendment No. 1 to an Invitation to Bid (ITB No. SHR126-ADMSR-6466) issued by the San Bernardino County Sheriff/Coroner/Public Administrator for Fixed and Mobile Automated License Plate Reader (ALPR) Systems. The County is procuring ten fixed, pole-mounted ALPR systems and four mobile, vehicle-mounted ALPR systems. The systems must operate on one of three specified software platforms: Axon Enterprise, Flock Safety, or Motorola Solutions/Vigilant. Fixed systems require 24/7 operation with high-resolution image capture, remote monitoring and management, and tamper-resistant design. Mobile systems must provide real-time license plate recognition with 360-degree view and footage, optical character recognition, real-time hot-list alerting, GPS tagging, time-stamped metadata, and integration with mobile data terminals. Proposals are due September 29, 2026 at 3:00 PM PDT, with questions due by September 22, 2026 at 2:00 PM PDT. Tentative award is scheduled for November 2026.
Bidders must submit pricing on the County's authorized Cost form (Attachment D) with unit and extended prices per line item, stated F.O.B. destination and excluding California sales/use tax and federal excise tax. Recurring costs for software licensing, cloud storage, platform fees, and other subscription services must be priced separately in an additional table. The County will provide cellular/LTE/5G service and associated data plans, and bidders should exclude mobile installation costs from their pricing. The County will identify the ten fixed ALPR installation locations and existing poles; bidders must include all equipment and labor for mounting, configuration, testing, and deployment. Third-party ALPR hardware may be proposed if fully compatible and integrated with one of the three specified software platforms. A 5% local-vendor preference applies to vendors with principal place of business in San Bernardino County. Payment terms are Net 60 days from invoice receipt and acceptance. Contractors must be registered in SAM and comply with debarment and criminal-history certifications. The procurement is federally funded and subject to FAR provisions on recovered materials, prohibited telecommunications equipment, domestic preference, copyright, and Byrd Anti-Lobbying Amendment requirements.

No. SHR126-ADMSR-6466 Amendment No. 1
1) The ITB states that the operating and security software systems shall be based on Axon Enterprise, Flock Safety, or Motorola Solutions/Vigilant. Please clarify whether the County requires the proposed ALPR hardware to be manufactured by the selected software platform provider, or whether third-party ALPR hardware may be proposed when fully compatible/integrated with ANY one of the specified platforms?
ANSWER: The County does not require the ALPR hardware to be manufactured by Axon Enterprise, Flock Safety, or Motorola Solutions/Vigilant. Third-party hardware may be proposed if the bidder demonstrates that it is fully compatible and integrated with at least one of the specified software platforms and meets all other ITB requirements.
2) Is the successful bidder responsible for providing cellular/LTE/5G service and associated data plans for the fixed and mobile systems, or will cellular service be provided by the County?
ANSWER: Cellular service will be provided by the County.
3) Please clarify whether recurring software licensing/subscription, cellular data, cloud storage, and platform fees are to be included in the initial bid pricing or priced separately as additional proposed charges?
ANSWER: Recurring costs are to be priced separately within the following table and submitted in addition to costs detailed on Attachment D (add or remove lines as needed):
Description Quantity Unit Unit Price Total Price
License Fee
Cloud Storage Fee
Platform Fee
(other)
(other)
Do not include cellular data service plans in the recurring costs table (per answer to Question #2).
4) The ITB states that the Sheriff reserves the right to obtain mobile installation services from a vendor of its choosing. Should bidders exclude mobile installation from Line Item 3 and provide pricing only for the four mobile ALPR systems?
ANSWER: Yes, please exclude mobile installation from Line Item 3 in Attachment D – Cost, and provide only the price for the full installation of Fixed ALPR Camera Systems.
5) Will the County provide the ten fixed ALPR installation locations, existing poles, and mounting infrastructure, or is the successful bidder responsible for furnishing poles and associated infrastructure?
ANSWER: The County will identify the ten fixed ALPR installation locations. Bidders should include all equipment and labor needed to mount, configure, test, and deploy the systems at those locations.
6) Is the hardware leave [lease] or purchase model?
ANSWER: Purchase model
7) Does the bidder need direct access to CA hotlist, or will hotlist be handed by one of the 3 integrated software platform?

ANSWER: The County requires real-time hot-list integration and alerting, but it does not require the bidder to obtain independent, direct access to a California hot list. The bidder may provide that capability through its proposed Axon, Flock Safety, or Motorola Solutions/Vigilant platform. The bid should explain how the platform obtains and updates the applicable hot lists, what access or approvals are required, and how alerts are delivered.
