About this opportunity
The Connecticut Department of Administrative Services, on behalf of the Department of Energy and Environmental Protection (DEEP) Fisheries Division, is soliciting bids under Invitation to Bid 26PSX0194 for a fully assembled electrofishing boat and trailer system, with bids due November 12, 2026 at 7:00 p.m. and vendor questions due November 2, 2026 at 7:15 p.m. Bids must be submitted online through CTsource, and paper, telephone, email, and facsimile bids are not accepted. The solicitation does not carry a set-aside, and the manufacturer is preferred, or a third-party vendor must be willing to service the electrofishing components.
The equipment is an eighteen-foot boat with a trailer, pulsator and electrofishing equipment, generator, outboard motor, electric starting system, and power trim and tilt system, each priced as a separate line item. Equipment must meet or exceed federal Energy Star standards. The contractor must comply with WCAG 2.1 Level AA accessibility standards and provide documentation of compliance. Respondents must supply three references from separate organizations covering past contract fulfillment and experience with similar equipment, and must complete a mandatory questionnaire covering debarment, criminal convictions, OSHA violations, consulting agreements, and campaign contribution certifications. Commercial general liability insurance of $1 million per occurrence and $2 million aggregate is required, plus $1 million combined single limit automobile coverage if vehicles are used.
The contract runs from December 15, 2026 through December 15, 2029, with DAS extension options not to exceed the original three-year term. Items 1 through 8 are firm and fixed for the full term. Item 9, the hourly maintenance, support, and repair rate, may be adjusted once annually, during a thirty-day window before each contract anniversary, based on the BLS Producer Price Index WPU5531 for Ship Repair and Maintenance, capped at the lesser of the actual index increase or three percent and subject to DAS approval. Delivery is Free On Board Destination, payment terms are Net 45 days, and the State is exempt from excise, transportation, and sales taxes. The contract must also be extended to political subdivisions, schools, and not-for-profit organizations at the same pricing and terms.
Award goes to the lowest responsible qualified respondent, evaluated in descending order of importance on pricing, conformity to specifications, past performance, financial responsibility, and delivery terms. The successful respondent has ten days after award notice to accept before the contract becomes binding.
