About this file
This is a contract usage instructions document for the Connecticut Department of Energy and Environmental Protection (DEEP) Fisheries Division's procurement of a fully assembled electrofishing vessel and trailer system for fisheries population assessment and research activities. The procurement specifies that interested vendors must download the Statement of Work and submit pricing according to Exhibit B Price Schedule, which is provided as an Excel spreadsheet in CTSource. The contract encompasses nine distinct line items: the boat, trailer, electrofishing/pulsator equipment, generator, outboard motor, electric starting system, and power trim and tilt system (items 1-7), OEM parts pricing at a percentage off manufacturer's suggested retail price (item 8), and maintenance, support, and repairs hourly rate (item 9). If any system component is integrated into the outboard motor, vendors should enter zero and reference "integrated" in the applicable pricing column.
Items 1 through 8 are established as firm and fixed pricing and cannot be adjusted. Only item 9, the hourly maintenance, support, and repairs rate, may be adjusted under Exhibit B's Price Performance Incentive provision using the U.S. Bureau of Labor Statistics series WPU5531, subject to DAS approval, proper request timing, and a cap of the lesser of the actual PPI increase or three percent. The contract requires awarded contractors to upload and maintain an Accessibility Conformance Report through the Agency Workspace Vendor Portal and comply with digital accessibility standards. Vendors are encouraged to submit performance feedback through Procurated following contract award.
