About this opportunity

Clearfield City is requesting bids for site work at Fisher Park (934 South 1000 East, Clearfield, Utah) to prepare for the installation of an all-abilities playground, with bids due August 31, 2026 at 10:00 a.m. and mandatory pre-bid attendance on August 24, 2026 at 9:30 a.m. — failure to attend results in bid rejection. The scope excludes playground installation and surfacing; this RFB covers only demolition and site preparation as a single all-inclusive lump-sum contract.

The work includes demolition of existing curb, gutter, and sidewalk; removal of approximately 7,100 square feet of asphalt pavement and 1,100 square feet of gravel; installation of new six-inch concrete flatwork over four-inch Utah Trench Base Course; three ADA-compliant ramps per APWA 236.1 standards; new curb and gutter per city standards; 430 linear feet of new chain link fencing; new parking stalls with striping and signage; selective tree preservation (trees exceeding six-inch caliper); new stormwater drainage manhole with sump; and utility protection for existing water, sewer, and drainage infrastructure. The contractor must hold a valid Utah business license and contractor license, obtain all necessary permits, maintain as-built drawings, and provide traffic control, temporary utilities, flagging, barricades, dust control, and off-site debris disposal. Blue Stakes underground utility marking (1-800-662-4111) is mandatory before earthwork.

Bid submissions must include a lump-sum price; three current customer references from comparable facilities; company profile with supervisory and staffing information; current Utah State Division of Corporations registration; cost summary sheet; and equipment list. Bid security of 5 percent of the maximum bid price is required. Evaluation criteria, in descending order of importance, are cost/fees and completion of the RFB packet. Monthly payment will be lump sum based on proportion of work completed; no adjustments are permitted for measurement discrepancies discovered after bid submission. Contractors must maintain statutory workers' compensation, commercial general liability of at least $2 million per occurrence and $3 million aggregate, automobile liability of at least $1 million per accident, and name Clearfield City as additional insured. Questions are due August 28, 2026 at 12:00 p.m. through the Bonfire submission platform. Notice of Award is anticipated within 45 days of bid opening.
