About this opportunity
Michigan's Department of Environment, Great Lakes, and Energy (EGLE) is soliciting proposals under Direct Solicitation DS 270000000005 for plugging eight orphan wells and decommissioning two facilities at the Fisher-McCall 12th Avenue site, with a mandatory pre-bid meeting on November 5, 2026 and proposals due November 19, 2026. Participation is restricted to vendors previously awarded contracts through a prequalification process, and only contractors attending the November 5 pre-bid meeting may submit proposals.
Scope covers well plugging and abandonment, cement sealing of zones to protect freshwater aquifers, wellbore cleaning and electronic logging, removal of flowlines, electrical lines, tanks, buildings, fencing, and debris, and final site grading, mulching, and seeding. The eight wells are C. Moss 1 and 2, George Boynton 5-A, H. Mackus 2, H. Mackus 3, H. Mackus B-4, Harry Wadsworth 1, and W.M. Berger 2. The two facilities are Mackus #1 A2-02 TB and Boynton #5A B3-02 TB. Bidders must price every rated line item on the Schedule B pricing matrix regardless of anticipated use, and submit a project timeline broken into site preparation, mobilization/demobilization, plugging, and site restoration phases. Davis-Bacon prevailing wage compliance applies because federal funding supports the project. The wage determination covers 18 job classifications with base rates from $20.00 to $55.00 per hour plus fringe benefits, and it expires November 28, 2026.
Proposals will be scored on key personnel, business-owned equipment, company technical experience and ability, and a vendor questions worksheet, each weighted at 25 points for a total of 100. Only proposals achieving 80 or more points will be considered for award. The state will award on best value rather than lowest price. Qualified disabled veterans and service-disabled veteran-owned business status will be considered during evaluation under MCL 18.1261(8).
Bidder questions are due November 9, 2026, with answers posted by November 12, 2026. The pre-bid meeting is November 5, 2026 at 12:00 p.m. Eastern at the project site near 12th Avenue in Ottawa County. Proposals are due November 19, 2026 at 3:00 p.m. Eastern through the SIGMA VSS electronic submission system.
