About this file

This is a Direct Solicitation (DS 270000000005) issued by the Michigan Department of Environment, Great Lakes, and Energy for orphan well plugging and facility decommissioning services in Ottawa County. The project encompasses plugging and abandoning eight wells (C. Moss 1, C. Moss 2, George Boynton 5-A, H. Mackus 2, H. Mackus 3, H. Mackus B-4, Harry Wadsworth 1, and W.M. Berger 2) and decommissioning two facilities (Mackus #1 A2-02 TB and Boynton #5A B3-02 TB), along with removal of all surface infrastructure and site restoration. Participation is restricted to vendors previously awarded contracts through a prequalification process. A mandatory pre-bid meeting is scheduled for November 5, 2026, at 12:00 p.m. Eastern at the project site near 12th Avenue in Ottawa County; only contractors attending this meeting may submit proposals. The deadline for submitting bidder questions is November 9, 2026, with answers posted by November 12, 2026. Proposals are due November 19, 2026, at 3:00 p.m. Eastern through the SIGMA VSS electronic submission system. The anticipated project start date and pre-construction meeting date are to be determined.

Bidders must provide comprehensive pricing in the attached pricing matrix covering all rated items and submit a detailed project timeline broken down into site preparation, mobilization/demobilization, plugging, and site restoration phases. All proposals must address Davis-Bacon prevailing wage compliance, as federal funding will be used for this project and the contract exceeds the $2,000 threshold triggering prevailing wage requirements under the Davis-Bacon Act. The state will evaluate proposals based on technical criteria (key personnel, business-owned equipment, company technical experience and ability, and vendor questions worksheet), each weighted at 25 points for a total of 100 points; only proposals achieving 80 or more points will be considered for award. The evaluation will determine the winning bidder based on best value to the state rather than lowest price. Qualified disabled veterans and service-disabled veteran-owned business (SDVOB) status will be considered during evaluation under MCL 18.1261(8). All terms and conditions from the original RFP remain in effect.

Facility consists of 3 tanks. S tank is 400bbls with a separator on top Evidence of slight leaks in the past, none active now. Middle tank is 400bbls, very rusty condition but appears to have no leaks. N tank is 100bbls and has ample evidence of prior leaks, none active now. Secondary containment is filled with water and is iced over and within 4 inches of overflowing on the W side. Many oil soaked absorbent rags in the containment area and scattered around the property. Rods and tubing stacked on ground to N of TB. Several PJs and tanks scattered around property. Easternmost tank is lying on its side and is leaking from both the top and bottom of the tank with a small 1'x2' area of stained soil on the W end of the tank. There is an old 100bbl stand up tank to the W of the building with the old disconnected flowline sticking up out of the ground. Tank mounted on flatbed truck has small leak with 1'x1' area of stained soil beneath it. Loadout is covered and two of the lines are properly bullplugged with no leaks detected. Middle line is not properly plugged and just has a rag stuffed into the end. Wells connected to facility: H. Mackus 1, H. Mackus 2, H. Mackus 2, H. Mackus 3, and H. Mackus B-4.

Orphan Well
TB is located just east of 12th Ave on way into County Park. TB consists of two standup 100 Bbl tanks w/ East one having seperator on top. No ID sign. East tank sounds empty, West one does not. Looks like FL from PN 24492 that use to go to this TB was set up to bypass this TB as enterence lines are cut and poly continues to the west as if it may go to TB 1437 near their building. No spills or leaks observed. Wells connected to facility: George W. Boynton 5-A

Specifically, in addition to plugging and abandoning the above referenced wells, this project includes, but is not limited to:

· Wells and facilities are not expected to contain H2S.

· Properly dispose of all collected liquids, tank bottoms, and sludges. (All non-hazardous oilfield waste as defined under Part 111)

· Purge all flowlines with freshwater (minimum of 3 flowline volumes, or until purge water is clear of hydrocarbons) and properly dispose of collected fluids. (All non-hazardous oilfield waste as defined under Part 111). Please note, flowlines connected to wells C. Moss 1 and C. Moss 2 are plumbed to the Moss B1-A3-02 facility (Facility # 1438) and will need to be purged, cut and capped from that facility location.

· Properly dispose of all collected purge fluids down a permitted oilfield disposal well. (Must get prior approval from State of Michigan Underground Injection Control Program, before disposing of purge fluids)

· For flow-lines that are at or near surface, they are to be pulled and scrapped/salvaged. Flow-lines that are deeper (>3’ will be left and abandoned in place)

· For flowlines left in place, cut flowlines 4’ below grade and weld steel caps on the lines, back-fill with clean fill

· Safely de-energize (if needed), and remove electrical infrastructure related to the wells or facilities. This includes power poles, electrical panels, electrical meters, transformers, etc.

· Remove all production equipment, including pumping unit, stock tanks, piping, stub-ups, flares, deadman/rig anchors, heater/treaters, separators, and any other surface infrastructure related to the wells or facilities

SCHEDULE B – PRICING MATRIX

Fisher – McCall 12th Avenue Orphan Well Plugging and Facility Decommissioning Project (Ottawa County) – 8 Wells and 2 Facilities

SEE ATTACHED PRICING MATRIX FOR BID TABLE

BID AMOUNT (should be the same as Grand Total from Pricing Matrix)

Bidders should provide pricing for ALL items in the ‘Price per Unit’ column of the pricing matrix (even if not necessarily needed for this project). These ‘per unit’ prices are referred to as ‘rated items’ by EGLE staff in the event a change order or approved change to the scope of work is required to complete the project.

Should an award result from this DS, all rates quoted in response to this DS will be firm for the duration of the project. No price changes will be permitted.

Bidders must submit a project timeline in conjunction with their Schedule B - Pricing Matrix. The timeline must be broken down into a minimum of four categories as follows: Site Prep, Mobilization/Demobilization, Plugging, Site Restoration.

An example of a single well project timeline might look like this: 1 day to clear/grub the site, 1 day to mobilize to site, 1 day to rig up, 3 days to plug well and flush/abandon/remove flowline, 1 day to rig down, 2 days to restore site for a total of 9 days to plug the well and finish project.

An example of a multi-well and facility project might look like this: 3 days to clear/grub locations, 1 day to mobilize equipment to project area, 50 days to plug wells (includes time needed to mob between wells, and address flowlines), 15 days to decommission facilities, 5 days to restore sites, 1 day to demobilize equipment from project area for a total of 75 days to complete the project.

Also, please indicate if you are proposing to utilize multiple rigs simultaneously, rig availability, and describe why you believe your timeline is correct, and how many staff you anticipate utilizing on a daily basis (staff counts do not have to include sub-contracted services like cement/wireline, only staff that are directly employed by your company).

The state will review your estimated timeline and pricing to determine the winning bidder. The winning bidder will be the bidder that we determine provides the best value to the state.

The winning bidder and all of its subcontractors must adhere to Davis Bacon Prevailing Wages for this project. It is the responsibility of the winning bidder to ensure that its subcontractor’s pricing for this bid includes Davis Bacon Prevailing Wages.

Please make sure that when you obtain pricing for this bid, that you inform all subcontractors that they must adhere to Davis Bacon Prevailing Wages. The state will not approve a change order related to improper bidding due to the awarded contractor or its subcontractor failing to include Davis Bacon Prevailing Wage rates when calculating their bids.

Federal funds will be used on this project. The awarded Contractor must comply with the Davis-Bacon Act as agreed upon in the signed Contract (Master Agreement) within the Federal Provisions Addendum.

Davis-Bacon Act (Prevailing Wage) If this Contract is a prime construction contract in excess of $2,000, the Contractor (and its Subcontractors) must comply with the Davis-Bacon Act (40 USC 3141-3148) as supplemented by Department of Labor regulations (29 CFR Part 5, “Labor Standards Provisions Applicable to Contracts Covering Federally Financed and Assisted Construction”), and during performance of this Contract the Contractor agrees as follows:

1) All transactions regarding this contract shall be done in compliance with the Davis-Bacon Act (40 U.S.C. 3141- 3144, and 3146-3148) and the requirements of 29 C.F.R. pt. 5 as may be applicable. The contractor shall comply with 40 U.S.C. 3141-3144, and 3146-3148 and the requirements of 29 C.F.R. pt. 5 as applicable.
