About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Fish and Wildlife Resources (KDFW) Frankfort Fish Hatchery, is soliciting quotations for the procurement of two custom aluminum fish hauling tanks. The solicitation (RFQ 758 2100000034) requests tanks with exterior dimensions of 98 inches long by 42 inches wide by 36 inches high, constructed entirely of 1/4-inch aluminum with diamond plate flooring and tops, featuring sloped floors for unloading assistance, custom 8-inch by 12-inch rectangular discharge openings with cam locking gates and internal gate valves, lifting hoists at corners, and provisions for oxygen bottle clamps and agitator mounting brackets. Each tank must have distinct lid opening configurations—one opening toward the front and one toward the rear of the truck—with both discharging on the driver's side. The solicitation was released on September 22, 2020, with written vendor questions due by September 29, 2020, at 10:00 a.m. ET and a closing date of October 6, 2020, at 1:30 p.m. ET. Preferred delivery is by January 30, 2021, with a 1% daily deduction from invoices for each day delivery is delayed beyond the contracted date. Vendors must submit electronic bids through the eProcurement system and bid all line items on an all-or-nothing basis. Award will be made using a best value approach, allocating 90 points to total cost offer and 10 points to delivery performance, with the lowest-cost compliant bidder receiving maximum points and others scored proportionally.
Kentucky resident bidders receive reciprocal preference in evaluation, while qualified bidders including Kentucky Correctional Industries (eligible for 20% preference), Kentucky Industries for the Blind, nonprofit corporations furthering Kentucky Revised Statutes Chapter 163, and qualified nonprofit agencies for individuals with severe disabilities (eligible for 15% preference) receive additional consideration. All bidders must submit a Kentucky Tax Registration Application or evidence of existing tax registration, and out-of-state vendors must provide a certificate of authority to transact business in Kentucky. Vendors must execute a notarized Annual Affidavit for Bidders, Offerors and Contractors certifying compliance with Kentucky campaign finance laws, tax registration requirements, trade boycott prohibitions, and other statutory obligations prior to award. All pricing must be F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales or use tax, and remain valid for a minimum of 60 calendar days following the bid due date. The Commonwealth reserves the right to cancel the RFQ if responses exceed available funding and may terminate the resulting contract with 30 days' written notice. No specific budget or award value is stated in the solicitation documents; the delivery location is the Frankfort Fish Hatchery at 1883 Indian Gap Road, Frankfort, Kentucky 40601, where a loading dock with skid steer equipment is available to assist with unloading.
