About this file

This is a specifications document for ITB 32801-13992 issued by the Tennessee Wildlife Resources Agency (TWRA) for the procurement of fish food. The solicitation seeks a two-year contract for the purchase of manufacturer's off-the-shelf commercial fish feed to be supplied to nine TWRA hatcheries throughout Tennessee and to fish feeders in select lakes across the state. The contractor will supply five categories of fish feed products in various sizes: fry feed (mash and granules), slow sinking extruded pellets, slow sinking pigmented extruded pellets, slow sinking broodstock extruded pellets, and floating extruded pellets. The contract shall be awarded to a single vendor for all specified feed. Delivery is required within thirty days of purchase order receipt, during regular business hours (Monday-Friday, 8:00 AM - 4:00 PM CST), with all delivery charges included in the bid price. Deliveries to Tellico State Fish Hatchery require a one-hour advance notification to arrange a state employee escort through the Cherokee National Forest.

Fish feed must be packaged in moisture-resistant bags weighing either 44 pounds or 50 pounds and meet specified guaranteed analysis requirements for protein, fat, fiber, ash, salt, and moisture content depending on feed type. Feed shall be milled no more than 180 days prior to delivery and contain vitamin and trace mineral supplements meeting or exceeding industry standards. Fish oil used must meet minimum requirements for free fatty acids and moisture content and be stabilized with approved antioxidants. The State reserves the right to conduct sampling and analysis of shipments to verify compliance with specifications. Any contaminated, moldy, or non-conforming feed shall be rejected and must be replaced within ten business days at no additional cost to the State. If initial testing documents non-compliance, the contractor shall bear all costs for subsequent testing throughout the contract term. The nine delivery locations include four cold water hatcheries and four warm water hatcheries across Tennessee, with contact information and manager names provided for each site.
