About this opportunity

Workforce Solutions Capital Area Workforce Board is requesting proposals for supplemental professional accounting and fiscal support for its Fiscal Department, with proposals due September 25, 2026 at 3:00 PM (CST). The position carries a five-point HUB certification bonus but no hard set-aside or mandatory preference program.

Proposers must hold a Bachelor's degree in Accounting, Finance, Business Administration, or a closely related field, with a minimum of seven years of progressively responsible accounting and financial management experience, including at least three years in a senior financial leadership role. Advanced proficiency with MIP Fund Accounting software and Microsoft Excel is required. Deliverables include preparing financial reports, schedules, analyses, and supporting documentation for Board management; performing accounting and fiscal operational tasks such as reconciliations and accounting schedule preparation; and providing accounting guidance and recommendations. Services must be available Monday through Friday during normal business hours and on an emergency basis after hours.

The contract term runs October 1, 2026 through September 30, 2027, with the Board retaining the option to extend for up to four additional one-year periods, not to exceed five years total. Extensions are at the Board's sole discretion based on satisfactory performance and compliance. Funding is derived from Federal and State workforce program allocations contracted to Workforce Solutions through the Texas Workforce Commission; the contract is subject to early termination without penalty if Federal and/or State funding is terminated or reduced.

Evaluation weighs Organization/Staff Qualifications (30 points), Demonstrated Performance/Experience (25 points), and Cost Reasonableness (45 points). Proposers must achieve a minimum overall score of 70 points to be considered for award. No bidder's conference will be held; questions are due September 10, 2026 by email, with responses posted by September 15, 2026. The Board reserves the right to negotiate fees and costs with qualified vendors and will recommend proposals most advantageous in terms of proposer qualifications and proposal quality for contract negotiations.
