About this opportunity

Hudson Valley Community College (HVCC) is requesting proposals for fire suppression system inspection, testing, maintenance, and repair services across its Troy and Malta campuses with proposals due July 22, 2026 at 2:10 PM. The contract runs from September 1, 2026 through August 31, 2027 with two optional one-year renewals at HVCC's discretion.

The scope covers semi-annual inspection and testing of dry chemical, clean agent, and wet chemical fire suppression systems serving multiple facilities including the LaPan Fuel Island, Fitzgibbons Chemical Vault, Amstuz Fume Hoods (9 units), BTC TV Studio, Cogan Paint Booth, Administration Data Center, JBS Stadium (2 kitchen hoods), and Higbee Hall, all in compliance with NFPA codes, New York State Fire and Property Code, and International Fire Code. Inspections are typically scheduled during non-class periods in January and July. The campus spans 110 acres with 24 buildings totaling approximately 1.6 million square feet across 80 Vandenburgh Avenue in Troy and 345 Hermes Road in Malta.

Pricing is weighted at 50 percent of evaluation criteria and must be submitted on the official HVCC bid form with separate labor and equipment mark-up rates for repairs and additional services beyond base maintenance pricing. Experience and qualifications account for 40 percent, requiring factory training and certification from manufacturers for specific systems included in scope and at least three years of experience on comparable commercial and institutional accounts. References comprise the remaining 10 percent, with submission of at least three verifiable comparable project references required.

The successful vendor must comply with New York State prevailing wage requirements under Section 103-a, b, c, and d of the General Municipal Law, provide a Certificate of Insurance naming HVCC, Rensselaer County, and SUNY as additional insureds from an A.M. Best-rated "A-" or better New York State admitted insurer, and warrant all workmanship and materials for one year. Subcontracting is prohibited without prior written consent. Site visits are available by appointment through the Physical Plant department. Award notification is expected within 30 days of RFP opening.
