HVCC operates a 110-acre campus with 24 buildings totaling approximately 1,600,000 square feet across two locations: 80 Vandenburgh Avenue in Troy and 345 Hermes Road in Malta. The scope of work includes semi-annual inspection and testing of multiple fire suppression systems including dry chemical, clean agent, and wet chemical systems serving various facilities such as chemical storage vaults, data centers, automotive paint booths, and kitchen grills, all in accordance with NFPA codes, New York State Fire and Property Code, and International Fire Code requirements. Inspections are typically scheduled during periods when classes are not in session, primarily in January and July. Proposals must be submitted through the Bonfire online portal or by mail to the Director of Procurement by the stated deadline, with award decisions expected within 30 days of submission.

Pricing is weighted at 50 percent of the evaluation criteria and should be submitted on the provided bid form for each system location, with fuel surcharges allowed for vendors located over 50 miles from the campus. Experience and qualifications account for 40 percent of the evaluation, requiring vendors to demonstrate factory training and certification from manufacturers for the specific systems included in the scope, along with at least three years of experience handling comparable commercial and institutional accounts. References comprise the remaining 10 percent of evaluation criteria, with vendors required to submit at least three verifiable references from comparable projects. Repairs and additional services are not included in base service pricing; separate labor and equipment mark-up rates must be provided for these services. All contractor personnel must comply with New York State prevailing wage requirements and submit certified payroll documentation upon request. Invoices must be submitted within 30 days of service completion and include the contract bid number, approved labor rates, and itemized material costs. The successful vendor must warranty all workmanship, materials, and equipment for one year and is prohibited from subcontracting any portion of the work without prior written consent from HVCC.
