About this opportunity
Sussex County, New Jersey is soliciting proposals for fire suppression services — inspection, maintenance, repair, and installation of water-based and non-water-based fire suppression and sprinkler systems across fourteen County-owned facilities on an as-needed time-and-material basis, with proposals due June 12, 2026 and public opening June 24, 2026.
The awardee must hold an active New Jersey fire sprinkler license and employ NICET Level II-certified technicians or comparably trained personnel. Minimum staffing includes two full-time installation persons, four full-time service persons, two authorized control specifier/integrators, and one full-time supervisor. The contractor must maintain a live twenty-four-hour answering service, provide emergency response within two hours of notification, and stock replacement parts on service vehicles and in a centralized warehouse. All work must comply with NFPA-25 (water-based systems) and NFPA-13 (sprinkler systems) standards.
The scope encompasses fourteen facilities including the Keogh-Dwyer Correctional Facility, Judicial Complex, Sheriff's Office, and Sussex-Wantage Library, with County discretion to add or remove facilities during the contract term. Services include semi-annual suppression system inspections, quarterly and annual sprinkler system inspections (with and without fire pumps), nitrogen sprinkler system inspections, and tunnel glycol testing. Certain facilities require off-hours completion — the Judicial Center systems must be operational by 8:00 AM on weekdays, and parking deck systems must be completed Saturday mornings.
The contract runs twelve months effective August 1, 2026, with one option to renew for an additional one-year term at proposed rates. Year 2 will not be awarded if unit prices are unusually weighted or skewed. Pricing combines fixed lump-sum costs for specified inspections (Total Cost A) and hourly labor rates for journeymen and foremen at regular (Monday–Friday, 7 AM–4 PM), overtime, and emergency call rates (Total Cost B), plus a materials markup or discount. All prices are firm; transportation costs must be F.O.B. destination, prepaid by the respondent.
Bid security of 10 percent (not to exceed $20,000) and a performance bond equal to 100 percent of contract value are required. The contractor must provide proof of New Jersey fire sprinkler licensure, employee certifications, three references with five-year account histories, and normal and after-hours service contact information with a single point of contact. Questions are due June 4, 2026 at 9:00 a.m.; responses post June 8 at 3:00 p.m. Anticipated award is July 22, 2026. Richard Marra is the designated buyer; all submissions and communications are through the Sussex County Bonfire portal.
