About this file
This is a Pricing Proposal form for fire suppression services to be provided to New Jersey county facilities on an as-needed, time-and-material basis. The contract encompasses inspection and maintenance services for fire suppression and sprinkler systems across fourteen county-owned facilities, including the Administration Building, Keogh-Dwyer Correctional Facility, Office of Emergency Management, 9-1-1 Emergency Communications Center, Radio Shelter, Judicial Complex, Prosecutor's Office, Old Courthouse, Sheriff's Office, Mosquito Control, Sussex-Wantage Library, Wheatsworth Road Facility, Cochran House, and Trinity Street Annex. Services include semi-annual suppression system inspections, quarterly and annual sprinkler system inspections with and without fire pumps, nitrogen sprinkler system inspections, and tunnel glycol testing. The contract is structured for a two-year term, with Year 1 and Year 2 pricing proposals required separately.
Pricing is based on a combination of fixed lump sum costs for specified inspections and maintenance services (Total Cost A) and hourly labor rates for journeymen and foremen (Total Cost B), with separate rates established for regular Monday-Friday 7 AM to 4 PM hours, overtime hours, and emergency calls. Bidders must provide journeyman and foreman hourly rates and specify a materials markup or discount percentage with supporting documentation of cost. The award methodology uses a hypothetical total lump sum calculation (Total Cost A plus Total Cost B) based on Year 1 rates to determine the lowest bid, though actual contract value may vary significantly from this calculation. Year 2 of the contract will not be awarded if unit prices are determined to be unusually weighted or skewed. Respondents must submit proof of an active New Jersey Fire Sprinkler License, certificates for all engineering technicians, and references from three fire/sprinkler system accounts maintained for at least five years, along with after-hours and normal weekday service contact information.
