About this opportunity

The City of St. Marys, Georgia Public Works Department is seeking bids for a comprehensive infrastructure project in Candler County, encompassing two primary components: a fire station access road and a water treatment plant. The procurement is an Invitation to Bid (ITB) for constructing approximately 1,430 linear feet of a 2-lane urban roadway with raised median and turn lanes, including stormwater management, multi-use path, sidewalks, handicap ramps, and associated utility improvements. The second major component involves developing a 2.0 MGD potable water treatment plant with a 16" water supply well, two 250,000-gallon ground storage tanks, a 2,150 SF control building, high-service pumps, hypochlorite feed system, yard piping, electrical infrastructure, and a lift station. Bidders must submit one original and two copies of bid documents in a sealed envelope, accompanied by a Bid Bond of at least 5% of the total contract amount. The bid submission deadline is June 20, 2025, at 2:00 PM EST, with contract completion timelines of 315 consecutive calendar days for the roadway and utilities, and 450 consecutive calendar days for the water treatment plant. Questions from potential bidders must be received by June 10th at 12 PM.

The procurement emphasizes opportunities for disadvantaged business enterprises and compliance with Title VI of the Civil Rights Act. No specific set-aside designations are explicitly mentioned, but the City will select the most responsive and responsible bid at its sole discretion. Bidders will be required to complete comprehensive contractor documentation, provide appropriate insurance, and secure bonding prior to receiving a Notice to Proceed. While a specific budget range is not detailed in the documentation, the project's complexity—involving roadway construction, utility infrastructure, and a sophisticated water treatment facility—suggests a significant municipal investment. The project appears to be funded through municipal sources, with potential implications for local economic development and infrastructure improvement in Candler County. Prospective bidders should note strict submission guidelines, including prohibitions on fax or email submissions, and must demonstrate technical capability to execute both the roadway and water treatment plant components of this comprehensive municipal infrastructure project.
