About this opportunity

Greenville County, South Carolina is requesting sealed proposals for fire sprinkler, fire alarm, and underground fire-service line services at the Tigerville Fire Department with proposals due October 16, 2026 at 3:00 p.m., and a non-mandatory pre-proposal meeting and site visit on September 29 at 10:30 a.m. Vendors may submit proposals for one, two, or all three service categories; the County may award each category separately or to a single contractor capable of performing all services.

Scope spans three distinct systems. The underground fire-service line requires a complete connection from the Blue Ridge Rural Water Company water main to a stub-up inside the apparatus bay, including excavation, trenching, pipe installation, building penetration, and testing, with completion due February 1, 2027. The automatic fire sprinkler system is a complete wet-pipe system (NFPA 13, 2019) serving approximately 3,000 square feet across Light Hazard and Ordinary Hazard Group 1 areas within the 13,910-square-foot two-story firehouse, with backflow prevention assembly, riser, fire department connection, distribution system, and monitoring devices due July 1, 2027. The fire alarm system requires replacement of the existing building-wide system with a new NFPA 72-compliant addressable system including control unit, initiating devices, notification appliances, and monitoring connection, also due July 1, 2027. Vendors must hold active South Carolina contractor licenses applicable to the portions bid, provide applicable certifications for key personnel (such as NICET levels or backflow tester certification), maintain comprehensive general liability ($1,000,000 per occurrence, $2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and workers' compensation coverage with the County named as additional insured. All work must accommodate an active fire station, meet one-year warranties on materials and workmanship, and include as-built drawings and comprehensive closeout documentation.

Evaluation is weighted equally across six criteria at 5 points each: RFP responsiveness, cost, references, experience on similar projects, proposed approach and scope, and schedule. A 5% bid bond is required; performance and payment bonds in the full bid amount are due within fifteen working days of award. Questions are due October 7 at 2:00 p.m. Award is tentatively scheduled for October 30, with contract negotiations November 2–10 and Notice to Proceed on November 11. Pricing must be firm based on thirty-day payment terms with unit costs governing extended pricing. Compliance with South Carolina law, including the Illegal Immigration Reform Act and prevailing wage requirements, is mandatory.
