About this opportunity
Texas Southern University is requesting proposals for Financial Planning & Advisory Services under RFP 717-27-701, with proposals due September 15, 2026 at 1:00 p.m. Central Time and written questions due August 31, 2026 at 12:00 p.m. Central Time. A VetHUB Subcontracting Plan is mandatory for this solicitation, which TSU has determined carries probable subcontracting opportunities.
The scope encompasses four workstreams: financial planning and forecasting (13-week rolling and annual cash flow forecasts); long-range financial modeling (5-year and 30-year integrated models with scenario and sensitivity analyses); budget and capital planning (standardized templates and methodologies); and financial planning framework development (documentation, procedures, and knowledge transfer). Respondents must evidence five minimum past projects providing FP&A services to higher education institutions completed within the past ten years, with detailed client references and project leadership information.
Proposals will be evaluated on five weighted criteria: Offeror's Statement of Qualifications and Availability (15 points); Ability to Provide FP&A Services (25 points); Performance on Past Representative Projects for Higher Education (15 points); Knowledge of Best Practices for Higher Education FP&A Services (20 points); and Pricing (25 points). Respondents must submit a single comprehensive fee proposal with all costs and a grand total, not to exceed 30 printed pages, consisting of one original hard copy and one PDF copy on a flash drive. Proposals must include executed Exhibit A (Execution of Proposal), Exhibit B (Executive Order GA-48 Compliance Statement), VetHUB documentation (Exhibit C), and House Bill 1295 Certificate of Interested Parties.
The initial contract term is one year with options to renew for up to three additional one-year terms upon mutual written agreement. Either party may terminate for convenience with 30 days' written notice. TSU reserves the right to conduct reference checks, request presentations or interviews with the most qualified respondents, reject any or all proposals, divide the project into multiple parts, or abandon the project at its discretion. No pre-submittal meeting will be held.
